Job Summary:

Operating within the Intersectional Protocol Office under the guidance of the MSF Country Representative and with technical support from the MSF Intersectional Legal Department, the Protocol Office Manager (POM) is responsible for ensuring the efficient functioning of the Intersectional Protocol Office. This role aims to facilitate the effective and coordinated implementation of the Host Country Agreement (HCA) by all MSF sections/branches operating within the country.

Responsibilities include providing internal support to MSF coordination teams in HCA procedures, engaging with external stakeholders including government entities, and monitoring national and regional political, legal, and social contexts to ensure ongoing support for HCA implementation.

Key Duties and Responsibilities:

Strategic Networking and Context Analysis:

  • Collaborate with the Country Representative and Heads of MSF branches in Uganda to develop and implement a stakeholder engagement/networking strategy.
  • Conduct context analysis to identify factors influencing MSF activities within national and regional political, legal, and social contexts.
  • Cultivate positive working relationships with government counterparts to facilitate ongoing support for HCA implementation.
  • Organize and provide protocol support for official meetings, including briefing notes and minutes, with relevant national bodies.
  • Maintain a comprehensive database of relevant contacts.

Implementation of the Host Country Agreement:

  • Initiate and oversee administrative procedures for HCA implementation, such as immigration requests for MSF international staff and tax exemption processes.
  • Act as the primary technical advisor and focal point for MSF’s interactions with the Ministry of Foreign Affairs and other relevant government ministries and departments concerning HCA matters.
  • Ensure consistent utilization of the HCA by all MSF departments in Uganda.
  • Collect and analyze data using tracking tools.
  • Adapt Intersectional Protocol Office services to meet the needs of regular and emergency operations.
  • Draft diplomatic correspondences and official meeting minutes.
  • Monitor legal and regulatory changes in the country and liaise with the MSF Legal Department accordingly.

Qualifications, Skills, and Experience:

  • Bachelor’s Degree in Public/Business Administration, International Relations and Diplomacy, Public Relations, or related field.
  • Four years of experience in Administration, Protocol, Public Relations, or related work.
  • Experience within Government agencies is advantageous.
  • Familiarity with international agreement administrative procedures is a plus.
  • Proficiency in computer skills.
  • Knowledge of administrative procedures and government protocols.
  • Basic understanding of humanitarian principles and values.
  • Language proficiency in English, local languages, and French preferred.
