Uganda Police Training School Kabalye Probationer Police Constable Course (PPC)
This training is intended for officers who enter at the lowest rank of a probationer police constable. The training takes a minimum of 9 months to allow the completion of the syllabus; it introduces them to substantive laws, procedural laws and basic police operational duties and procedures as per the package outlined below.
The syllabus for the new entrants (recruits) is based on the physical, mental and moral aspects of training. Proper police training for effectiveness and efficiency can be attained by:
- Physical training to bring outward deportment of a person to adopt to behave as a police officer, the essence of police training; it provides enough exercise and skills for,
- Mental training aspect is the developing of the right attitude by appreciation of the knowledge acquired assisted by the agency of the body to bring out the right behavior,
- Moral training comes as a result of spirit of endurance to unethical behavior and overcoming mental and physical strain.
This course is under taken by students of Advanced Level Education qualification (A Level) with a Uganda Certificate of Advanced Education (UCAE) age between 18 – 25 years.
The students must be nationalistic, patriotic, Professional, disciplined, competent and productive; and members who are citizens of Uganda and of good character. Reference (Constitution of Uganda Article 211(3)
The course objective is to “Equip students with knowledge of the basic laws of Uganda and their application, Police duties and procedures, Human rights observance and skills in weapon handling.”
The mode of study is to a greater extent Teacher Centered mode and its’ organized in four (4) phases of study i.e.

The course is assessed in two categories as listed below;
Progressive Assessment (60 %)
This is carried out in the following ways:
- Group tasks
- Course assignments
- Periodic Tests
- Peer rating
Final Examinations
This mainly covers 40% of the assessment.
