About DDA:

Dairy Development Authority is a semi-Autonomous Agency under Ministry of Agriculture, Animal industry and Fisheries (MAAIE). Dairy Development Authority was established under the Dairy Industry Act of 1998. Dairy Development Authority’s Mission is “To provide dairy development and regulatory services that will ensure increased production and consumption of milk, sustainable and profitable dairy industry sector that contribute to economic development and improved nutritional standards in Uganda.”

Job Summary: The Regional Manager will ensure coordination of the dairy industry development by providing technical advice and support with regard to production, transportation, bulking and processing of milk and milk products. The incumbent will spearhead the promotion of milk and dairy products as well as monitoring the performance of dairy sub-sector from the consumptionperspective with a view to increasing consumption and stimulating increased production.

Key Duties and Responsibilities:  

  • Tasked with directing and managing the implementation of government policies on quality/safety standards and regulations governing the production, processing, marketing and consumptionof milk and dairy products.
  • Inspect and recommend the registration and licensing of milk transporters, traders, processors, importers and maintain an up-date register.
  • Work closely with relevant agencies in the development of milk and milk products, quality and safety policy, regulations and standards and provide technical advice to milk transporters, processors, importers and exporters.
  • Monitor quality and safety trends with a view to formulating and establishing intervention measures to improve the quality and safety for public consumption.
  • Prepare and maintain a procedure manual for quality and safety control, develop and supervise the implementation of sensitization programs for quality controllers and technicians within the industry.
  • Manage the monitoring and inspection programs for key players in the Industry to enforce and ensure adherence to all regulations governing the production, processing, transportation, marketing and consumption of milk and dairy products.
  • Prepare regional work plans, budget and quarterly reports.
  • Assemble statistical data relating to milk production and consumption.
  • Implement Government policies designed to promote the development of the dairy sector.
  • Recommend registration of dairy farmer’s groups.
  • Coordinate all dairy processing, marketing and promotional activities such as seminars, trade fairs, and workshops within the region.
  • Formulate strategies to strengthen dairy farmer’s organizations within the region.
  • Develop strategies to increase milk production and consumptionwithin the region.
  • Perform any other duties as assigned by the supervisor.

Qualifications, Skills and Experience: 

  • The applicant should possess a Bachelor’s Degree in Veterinary Medicine/Animal production from a recognized institution of higher learning.
  • Possession of a Master’s degree in the relevant field is a must.
  • A minimum of eight years of related experience, three of which must be in a managerial position.
  • Extensive knowledge and skills in project planning and implementation gained from training or practical experience.
  • Excellent networking, mobilization, presentation and communication skills.
  • Capable of working with communities at the grass root level and other stakeholders in the industry.
