About US:

The Government of the Republic of Uganda has received financing from the International Development Association (IDA) towards the implementation of the Uganda Reproductive Maternal and Child Health Services Improvement Project herein after referred to as the “Project.” The objectives of the Project are to: (i) to improve utilization of essential health services with a focus on reproductive, maternal, newborn, child and adolescent health services in target districts; and (ii) Scale up birth and death registration BDR) services.

Job Summary: The Reproductive Health Advisor will provide technical support to the Ministry of Health in implementing component one: Results Based Financing (RBF) for primary health care services; and component two: Strengthening wealth Systems to Deliver RMNCAH services. The successful candidate will also support implementation of component three: Strengthening Capacity to Scale-up Delivery of Births and Deaths Registration Services. The successful candidate will coordinate implementation of planned Project activities focusing on reproductive, maternal and adolescent health.

Key Duties and Responsibilities:  

  • Render support in the implementation of the investment case for RMNCAH mainly focusing on the implementation of high impact reproductive, maternal and adolescent health service interventions;
  • Stay abreast with any new developments and technologies in the field of reproductive, maternal and adolescent health and appropriately advise the Ministry of Health and stakeholders on their appropriateness, efficacy and effectiveness;
  • Prepare and submit quarterly and adhoc reports the implementation of reproductive, maternal, adolescent health activities in general and implementation of the Project in particular;
  • Work closely with the RBF Specialist in conducting verification of quantity outputs for agreed upon RMNCAH indicators, the design and application of the RBF quality assessment tool, enhancement of equity in hard-to-reach areas, and bottleneck analysis at health facility level;
  • With reference to the bottleneck analysis at each health facility under RBF, the Reproductive Health Advisor will work with the RBF Specialist in developing and maintaining a comprehensive database of the status of EmONC equipment, mix of health workers, and functionality of village health committees;
  • Conduct technical training and support supervision to health facilities providing RMNCAH services using RBF approaches;
  • The incumbent will review reports for completeness from health facilities implementing RBF for RMNCAH services;
  • Render support in the preparation of user requirements for procurement of essential equipment, medicines and supplies related to reproductive, maternal and adolescent health service provision; monitor the distribution and use both in public and PNFP health facilities;
  • Keenly monitor national stock levels for RMNCAH medicines, commodities and supplies and advise management accordingly in order to help deliver high impact RMNCAH solutions as proposed in the Investment Case for RMNCAH;
  • Develop a framework for monitoring implementation of the investment case in general, and reproductive, maternal and adolescent health services implemented under the Project in particular;
  • Offer technical support to the Maternal and Child Health Technical Working Group and other related coordination and oversight structures including the RBF Inter-Agency Coordination Committee;
  • Work closely with other divisions in the Ministry and other partners involved in the implementation of the investment case for RMNCAH and the Project in particular;
  • Formally review and conduct Maternal and Perinatal Death Surveillance and Response as the need arises;
  • Work in liaison with the National Identification and Registration Authority to strengthen capacity for birth and death registration services; and
  • Support the Reproductive Health department in any other activitiesand assignments as may be determined by the head of department. 

Qualifications, Skills and Experience: 

  • The applicants must be Ugandan Nationals with a basic university degree in Human Medicine or a related discipline and a Master’s Degree in Obstetrics and Gynecology or Public Health/Demography from a recognized University/Institution.
  • A minimum of seven years’ experience in implementation of proven best practices in reproductive, maternal and adolescent healthinterventions.
  • Significant exposure and experience in implementation of projects supported by World Bank or related bi-lateral and multilateral agencies.
  • Experience in monitoring and evaluation of projects related to reproductive, maternal, child adolescent health will be an added advantage.
  • Extensive knowledge of project planning and management is an added advantage.
  • Extensive knowledge of Ministry of Health priorities on Sexual Reproductive Health and Rights (SRHR)
  • Good team player and self-motivated to achieve targets
  • Strong analytical, planning and organizational skills
  • Excellent interpersonal skills, communication skills, both oral and written
  • Strong coaching and leadership skills
  • Ability to work under minimal supervision and meets strict deadlines
  • High degree of integrity and confidentiality in handling public matters/resources
  • Computer knowledge and skills in MS Word, Ms Excel is a mandatory requirement
