The Refugee Law Project (RLP) is an outreach project of the School of Law, Makerere University. Our Mission is to empower asylum seekers, refugees, deportees, IDPs and host communities to enjoy their human rights and lead dignified lives. Refugee Law Project’s work is currently structured in five thematic areas: Access to Justice; Conflict, Transitional Justice & Governance (CTJ&G), Gender & Sexuality; Mental Health & Psychosocial Wellbeing; and Media for Social Change.
Job Summary: The Research and Advocacy Officer will maintain a consistent relationship with targeted communities and community leaders, conduct presentations and conduct various types of social and legal related research as well as internal capacity building of the staff and provide technical input and support on day-to-day research-related work.
Key Duties and Responsibilities:
Research
- Conduct various types of research (quantitative and qualitative) as thematically defined;
- Design / prepare research plans, data collection instruments, reports and, tabulations;
- Participate in data collection processes and activities through interviews and focus group discussion or other data gathering techniques;
- Identify and prepare research training materials and tools as necessary for execution of specific research project
- Coordinate field research
- Supervise some research activities as necessary
- Participate in the analysis of data and writing final reports for publications
Communication and Outreach
- Spearhead and participate in community outreach events including sharing information, making public presentations to various groups and providing feedback;
- Design and review community outreach strategy and ensure its effectiveness at all times;
- Develop community outreach plans and coordinate outreach activities;
- Report on the progress of community outreach plans and make recommendations for improving outcomes;
- Develop thematised educational materials including factsheets, posters, radio and TV ads, in appropriate languages, to increase awareness on the organisations work;
- Conduct monitoring and evaluation on the impact of the community outreach processes;
Networking and advocacy
- Conduct a stakeholder mapping and stakeholder analysis at the local level;
- Map the NGOs, CBOs and religious, cultural and traditional institutions supporting community organization and participation at the local level;
- Organize and arrange meetings with relevant stakeholders to build relationships and gain support for NMPDC goals;
- Maintain regular contact with related institutions and network of target stakeholders;
- Design and recommend relevant advocacy platforms for dissemination of information;
Documentation
- Document the implementation of all community outreach activities to aid in multi-layer advocacy.
- Profile and securely archive the research outputs both in text, pictorial and video as necessary;
Training: Conduct orientation sessions on communication and outreach Guidelines (Manual and Toolkit) when required;
Qualifications, Skills and Experience:
- The ideal candidate for the Refugee Law Project (RLP) Research and Advocacy Officer job opportunity must hold a Degree in a relevant field: (Social Sciences/Law/Arts/Development Studies/International Development).
- Post graduate level qualification in any the above fields and specific training in programme and project management could be an added advantage.
- Three years of active Research and Advocacy engagement in same or similar context
- Ability to travel to travel and work in research areas with little infrastructure
- Proven competence in empirical research, data analysis and in writing evidence-based reports and advocacy materials with practical and targeted recommendations
- Experience in conflict analysis, and a clear understanding of Transitional Justice in relation to peacebuilding and post conflict environments.
- Practical and theoretical understanding of peace and conflict, including how gender is integrated into conflict, peacebuilding and post conflict recovery
- Excellent written and spoken English
- Excellent oral presentation, communication and networking skills and inter-personal ability
- Familiarity with policy-making at multi- and international institutions such as IGAD, EAC, UN, EU and Government (Local and National) etc
- Ability to learn quickly and work well under pressure, both independently and as a member of a team.
- Willingness and ability to frequently travel within Uganda and abroad.
- Willingness to work beyond ordinary hours of work and in situations that require quick response.
- Good team player, comfortable in multi-cultural settings, committed to anti-discriminatory policy and practice
