Habitat for Humanity Uganda (HFHU) is affiliated to Habitat for Humanity International (HFHI) headquartered in Atlanta – Georgia (U.S.A); and is an ecumenical Christian ministry that is dedicated to eliminating poverty housing. HFHU functionally reports to HFHI’s Europe Middle East and Africa (EMEA) Area Office in Pretoria – South Africa. We empower people in the world’s poorest communities to overcome the chronic lack of decent, affordable housing In 2017 Habitat for Humanity Uganda projects to serve over 16,000 vulnerable children and orphans.

 

Job Summary:  Working under the overall guidance and direct supervision of the National Director, the RDDE Manager provides overall leadership for the development and implementation of HFHU RDDE strategy with a key focus on building and nurturing strong relationships with existing and new donors and partners, funding diversification, program sustainability and impact. The RDDE Manager is a member of HFHU SMT and a key external engagement figure and will coordinate internally with technical experts to ensure full and effective representation of HFHU’s programs.

 

Key Duties and Responsibilities: 

Proposal/Concept Development [30%]:

  • In close coordination with Africa Hub Subject Matter Experts (SMEs) and HFHU’s Programs, MEAL and Communications teams, develop concept notes and proposals leading to successful funding opportunities.
  • Provide leadership in the identification, selection and negotiations of key external partners/consortia (INGO/ NGO/CSO/Government, etc.) which will compliment and strengthen the proposal/project.
  • Lead the Go/No Go (GNG) internal process in collaboration with GFOI per each grant opportunity, and ensure the appropriate risk assessment and safeguarding processes are effectively completed
  • Per grant opportunity, provide leadership in the coordination of the proposal development team, programmatic, MEAL, HR, sector inputs and budget development in alignment with donor requirements
  • Ensure proposals/concepts are leveraging internal people and financial resources, complimenting other grant projects/ tithing (where possible), and any additional required resources (ie. grant match) is sourced in partnership with GFOI, external partners or corporates
  • In liaison with finance team ensure that budgets are detailed, realistic and in alignment with successful implementation of key outcomes
  • In collaboration with Human Resources, Operations, finance and HFHU senior leadership, ensure that key positions in RDDE department are identified, job descriptions are created and successful timely hiring is achieved
  • Working with Procurement/Admin/Finance to ensure risk for HFHU is reduced through implementing due diligence protocol on venders, staff, donors and partners
  • Donor Tracking, Prepositioning and Engagement [20%]:
  • Provide leadership and strategic vision to build and maintain HFHU’s public reputation as a leading housing development and advocacy partner through targeted donor and partner engagement.
  • Develop/maintain and oversee an external engagement and positioning plan which is informed though tracking and mapping of the donor landscape and work proactively with GFOI and Corporate Partnerships resource development teams to ensure coordinated donor intelligence gathering, sharing and grant opportunity targeting
  • In collaboration with HFHU SMT, Communications and Advocacy department, Africa Hub SMEs, organize prepositioning meetings with donors and key partners and develop/present key program impact data.
  • In collaboration with the National Director and other key technical and operations staff, actively engage and participate in HFHU’s strategy development, in country donor meetings/clusters with foundations, bilateral and multilateral institutions, and corporates.
  • Identify key relationships with local government and other key local stakeholders to strengthen HFHU’s brand and profile within the country.
  • In collaboration with HFHU’s communications and programs lead, develop innovative branding and marketing materials, events and communication strategies (social media, websites, etc.) to attract new local donors/ corporates/ partners, and build HFH’s national brand recognition.
  • Maintain the grant opportunity tracking system in collaboration with GFOI and maintain an overview of country level grant funding opportunities and donor trends.

Grant Management and Compliance [20%]:

  • In collaboration with Finance, Procurement, and Administration teams, ensure all aspect of grant compliance and management are understood and adhered to.
  • Ensure up to date tracking of grant projects and that issues addressed promptly
  • In collaboration with finance team monitor grant burn-rates, audit reports and other risk monitoring data, and issues are addressed timely and appropriately with SMT, Regional Grant Compliance and Donor Reporting (GCDR) team and donors
  • In conjunction with finance and operations ensure compliance in key grant areas (e.g. eligibility criteria, internal administrative cost levels, grant match, grant reporting, etc). Flag critical policy or systems issues needing resolution by GCDR.
  • Prepare monthly and quarterly grants performance reports for leadership decision making.

Strategy and Leadership [10%]:

  • Provide leadership to the RDDE Department in collaboration with HFHU SMT/ Africa Hub and HFHI Global Foundations Organizations & Institutions (GFOI) teams to drive growth and diversification of resources from bilateral, multilateral, foundations, corporate donors, and Tithe partners.
  • In coordination with the HFHU technical, programs and the operations leadership teams, and the Africa Hub Subject Matter Experts (SMEs) and Leadership, develop and/or revise the HFHU resource development annual business plan and targets.
  • In accordance with GFOI processes and the HFHU Strategy Cycle, assist the leadership team in setting reasonable annual resource/grant income projections to be used as a performance indicator
  • Support SMT in annual budget planning process including quarterly and annual reporting

Internal Engagement [10%]:

  • Regularly engage SMT, Africa Hub SMEs, Operations and technical leads to ensure that proposed projects align with strategic goals.
  • Ensure appropriate representation at EMEA Tithe, EMEA GFOI, Africa Hub Operations and other strategic fora to enhance programming collaboration and strategic resource planning.
  • Represent HFHU in the grants community and share lessons learned with SMT and other peers
  • Regularly engage and provide updates to SMT
  • Participate in Regional coordination calls with Global FOI, Global Corporate Partnerships Teams, Global Tithe Teams and Africa Hub peers.
  • Regularly engage with key SMEs to build a trusting and information sharing relationship
  • Provide updates on revenue, donor engagement and positioning while contributing to the overall scope of discussion

Capacity Building [10%]:

  • Ensure key HFHU staff are informed about their role within the design of grant proposals and the successful implementation of grants.
  • New RDDE and grant management staff are effectively on-boarded and trained in proposal development and project design and aware of HFH GFOI core grant standards, policies, database and tools and networks.
  • Identify capacity gaps or upskilling opportunities for HFHU teams in grant acquisition and management
  • Develop a succession plan to enable uptake of increasing grant management responsibility.

 

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor and/or Master’s Degree in International Development, International Relations, Marketing, Management, Law or relevant Social Science or any related field from recognized university/institution/certification. A master’s degree is an added advantage.
  • At least five years of experience in tracking, prepositioning, designing high quality grants with proven track record of successful grant acquisition from bilateral and multilateral donors such as USAID/OFDA, FCDO (UKAid), GAC, EC/ ECHO/, UN agencies, ADB/WB, Global Fund and others.
  • Experienced networker with strong skills in donor relations at a national and ideally at the international level, negotiations and partnering with up to date knowledge of donor landscape and trends in the development sector.
  • Solid understanding of the full grant cycle and of grant compliance procedures for major bilateral and multilateral donors
  • Proven experience and skills in proposal writing.
  • Must be highly proficient in use of Microsoft Office products.
  • Good understanding in monitoring and evaluation and its application in resource mobilisation including in-depth understanding of logical frameworks and data analysis.
  • Experience in working and communicating in a multi- cultural environment.
  • Experience in PR, Fundraising and/or Marketing
  • Valid work permit in Uganda
