Job Summary: The Senior Contracting and Procurement Specialist will support SNV in project execution, focusing on quality performance analysis, effective planning, reporting, control processes, and continuous learning. The role involves maintaining SNV’s contracting and procurement policy, providing project support, and ensuring compliance with national laws, donor requirements, and SNV standards.
Key Duties and Responsibilities:
- Support procurement planning and maintain SNV systems and processes.
- Develop and maintain SNV’s contracting and procurement policy, templates, guidance, and tools.
- Provide advice on contract negotiations and identify contractual risks.
- Advise on structuring procurement processes and maintain infrastructure for procurement and contracting.
- Proactively support procurement processes and identify procurement risks.
- Capture learnings, share lessons learned, and participate in learning initiatives.
- Design and deliver capacity development initiatives.
Qualifications, Skills, and Experience:
- Master’s degree in public procurement, law, international relations, or a relevant field, or equivalent experience.
- At least seven years of relevant experience in international development cooperation project contracting and procurement.
- Strong IT skills, including advanced Excel.
- Knowledge of multiple donor compliance requirements.
- Skills in accuracy, autonomy, client orientation, coaching, forming judgment, integrity, planning, and organization.
