About US:

The National Building Review Board is a government agency under the Ministry of Works and Transport established by the Building Control Act, 2013. The Board is mandated to monitor building developments; ensure that the design and construction of  buildings and utilities to which the public is to have access cater for persons with disabilities; oversee, inspect and monitor the operations of Building Committees;  hear and determine appeals from persons dissatisfied with the decisions of a Building Committee; and to determine the fees to be charged by urban and district building committees for approval of plans, issue of building permits and occupation permits.

Key Duties and Responsibilities:  

  • Responsible for planning, budgeting and reporting on the activities of the department
  • Participate in the development of the NBRB ICT and data management Policy
  • Lead and monitor the installation, maintenance and capacity planning of NBRB’s network infrastructure in order to meet NBRB network availability requirements
  • Responsible for monitoring the availability of Communication services delivered over the NBRB network Infrastructure to meet Business requirements
  • Responsible for monitoring and evaluating risks associated with ICT infrastructure in order to meet NBRB availability requirements and comply with ICT policy
  • Plan and manage the performance and development of staff under supervision so as to improve their productivity
  • Implement & maintain an information technology security architecture commensurate with international Standards to reduce risks to the IT assets that complies with the organizations corporate strategy.
  • Develop and align the Software Development Strategy/Plan to business needs to provide direction to the development team.
  • Lead System Design and Conceptualization processes to leverage existing technologies, engender reusability and build upon alignment to IT strategic direction
  • Profile and manage communications and Stakeholder interests so as to build and sustain suitable working relations

Qualifications, Skills and Experience:

  • The ideal applicant for the National Building Review Board Senior IT Officer job placement must hold a Masters’ Degree in Computer Science, Information Technology, Statistics (Computing option), Engineering or related field from a recognized academic institution
  • A Bachelor’s degree (Hons) in either; Computer Science, Information Technology, Statistics with computing, Computer Engineering, Telecommunications Engineering
  • Professional certification such as; ITIL, Cisco and Microsoft courses, Virtualization Certifications and SAN Certifications
  • At least FIVE (05) years’ experience, TWO of which must have been at supervisory level managing large corporate networks, mixed protocol environment and Business continuity planning techniques
  • Demonstrated experience working in a leadership role in an organization/business unit/project with diverse professionals.

Added Advantage

  • Professional certifications in; Communication Network, ICT Security, IT Service Management, or Business Continuity Planning
  • Good knowledge of the NBRB ICT Policy, ITIL standards and relevant network administration manuals.

Character and Competencies

  • Innovative and with a proven high level of integrity and professionalism
  • Excellent interpersonal and communication skills;
  • Familiarity with the main data manipulation languages and the principles of database design;
  • Good organisational skills;
  • Ability to work within tight deadlines under pressure;
  • The ability to create and maintain strong working relationships with colleagues and customers;
  • A willingness to keep up to date with developments in new technology;
  • A commitment to continuing professional development (CPD);
  • An understanding of relevant legislation;
  • Age: 28 to 50 years
