About US:
The Uganda Retirement Benefits Regulatory Authority manages retirement plans for Uganda’s public workforce by serving as the fiduciary stewards of the contributions and disbursements of the pension trust funds. In partnership with the state’s public employers, we help ensure that they can offer their employees a comprehensive retirement plan that is responsive to their needs and is equitable to all stakeholders. URBRA’s primary mandates include;
- Regulate the establishment, management and operation of retirement benefits schemes in Uganda in both private and public sector
- Supervise institutions which provide retirement benefits products and services
- Protect the interest of member and beneficiaries of retirement benefits schemes
- Promote the development of the retirement benefits sector
- Provide for licensing for custodians, trustees, administration and fund managers of retirement benefits schemes, the appointment of inspectors and interim administrators.
Job Summary: The Senior Planning Officer will lead the planning function of the Authority, including the development and implementation of the Authority Strategy.
Key Duties and Responsibilities:
- Facilitate the formulation of the Authority’s Strategic Plan and ensure alignment with best practices and international standards, sector and Government policies, strategies and priorities
- Plan and coordinate the preparation, organisation and implementation of annual authority work plans and ensure alignment with the Authority’s Strategic Plan
- Liaise with the Directorate of Finance to support the preparation of the annual corporate work plan and budget
- Prepare the Authority’s quarterly reports and the Annual Performance Report on the implementation of the work plan
- Undertake policy reviews and analysis
- Participate in resource mobilization drives of the Authority
- Conduct a periodical review of the Authority Strategic Plan.
- Provide cross-department/directorate advice and support in the development of monitoring plans;
- Contribute to directorate(s) meetings to support the determination of how they can achieve the strategic planning outcomes;
- Ensure monitoring guidelines and standards are met;
- Keep track of the challenges and issues raised through monitoring reports;
Qualifications, Skills and Experience:
- The applicant must hold and Honors Bachelor’s degree in either Economics, Statistics, Business Administration, Finance, Economics or Mathematics from a recognized institution.
- A Postgraduate diploma in M&E from a recognized institution
- Master’s Degree or equivalent qualification in any of the above fields from a recognized institution is an added advantage.
- Five years of relevant experience, 2 of which must be in development programmes, results-based management, logical framework approach, strategic planning processes and tools, at the officer level in a reputable institution.
- Knowledge of Public Service and labour sector policies and strategies.
