About US:
Uganda Electricity Generation Company Limited (UEGCL) is a Public Limited Liability Company incorporated in March 2001 under the Companies Act (Cap 110), the Laws of Uganda and in conformity with the Electricity Act, 1999. UEGCL started operation on 1st April 2001 and is wholly owned by the Government of the Republic of Uganda, with the head office located in Kampala. The mandate of UEGCL is to establish, acquire, maintain and operate electricity generation facilities as well as promote Research and Development in the Electricity generation sector while running the company on sound business principals.
Job Summary: The Senior Procurement Officer will carry out value for money procurements to meet customer requirements within the agreed time frames
Key Duties and Responsibilities:
- Participate in the development and oversee the implementation of procurement plans for goods, works and services and consolidate the individual user departments procurement and disposal work plans into a Master procurement plan.
- Follow up the progress of the implementation of the approved procurement and disposal plan and generate periodic reports in line with the PPDA rules, regulations & guidelines
- Prepare bidding documents and Request for Proposals and technical specifications in accordance with terms of reference and UEGCL’s procurement Guidelines
- Assess & evaluate suppliers/items in line with company’s procurement procedures and guidelines.
- Develop & maintain supplier’s data base as per the company’s procurement policies and procedures.
- Supervise the compiling and forwarding of relevant documents for the payment of suppliers.
- Liaise with consultants and contractors and coordinate the planning and implementation of construction and installation projects.
- Maintain and implement a system for the acquisition, utilization, safeguarding and accounting for the Organization’s physical assets in line with the company’s objectives.
- Implement a mechanism for pre-qualifying supplier of critical items and services for the company.
- Review request for quotations (RFQ) and purchase orders for accuracy and correct details prior to transmission to suppliers
- Monitor contract implementation and compliance in line with the public procurement guidelines
- Prepare monthly reports and other briefs for the Head Procurement and Disposal Unit and PPDA on all procurement and disposal matters.
- Supervise the Procurement Officers and confirm that their performance is within acceptable standards
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Procurement, Engineering, Commerce, Economics, Business Administration or any other related qualification
- Possession of professional qualifications in CIPS level 6
- Eight years of experience in a similar or higher position in a busy organisation.
- Good planning and organizational skills
- Good analytical and problem solving skills
- Excellent communicator with good oral communication and presentation skills.
- Interpersonal skills and high level of integrity
- Computer literate with skills in MS Word, Excel, PowerPoint, and the Internet applications.
- Good business acumen and capacity to establish credibility, trust and partnership.
- Supervisory skills
