DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
Job Summary: The Shelter & Infrastructure Officer’s is an engineering function whose purpose is to oversee construction of shelters and latrines in the selected settlements in the area of operation. The position may be assigned roles specific to one or more grants. He/she will be responsible for engineering, general supervision of construction works, brick production, establishment and supervision of a carpentry workshop components. He/she will ensure that technical specifications for all works are in line with DRC’s approved construction designs, drawings and specifications as per the specific grant funding each activity.
Key Duties and Responsibilities:
Coordination/ Representation:
- Under the supervision of the Team Leader, attend and represent the interests of DRC in all relevant forums as assigned.
- Actively coordinate within the jurisdiction of your responsibility
- Represent DRC with the Local Authorities and other stakeholders in the districts of jurisdiction in collaboration with the Base Manager and Team leader.
- Actively participate in internal coordination meetings to ensure internal coordination with other sectors
- Contribute and actively participate in a regular sector meeting as assigned by the Team Leader.
Project development, implementation and reporting
- Support the Team Leader with the planning and supervision of construction activities and ensure that works are carried out as per set standards specified in the drawings, designs and technical specifications.
- Initiate Innovative implementation strategies to enhance effectiveness, efficiency and delivery.
- Actively contribute to concept and proposal development in the infrastructure and Shelter sector and broader DRC programs.
- Responsible for day to day activity implementation through efficient and Effective way
- Prepare weekly work plans and ensure they are implemented as approved.
- Support the Team Leader in the establishment and management of the carpentry workshop and ensure that all works of carpentry nature are delivered on schedule and in the right quality.
- Tasked with maintaining proper documentation of the progress and site records as well as making designs at appropriate time.
- Monitoring the construction of shelters, latrines and other assigned infrastructure.
- Monitor quality and quantity of materials used in the various elements of the construction of PSN shelters and latrines.
- Prepare monthly work plans and report on actual work achieved against planned.
- Supervise contractors, ensuring that the workmanship is as per set standards.
- Assist in documenting lessons learnt and best practices in the sector.
- Prepare/contribute to weekly, monthly, quarterly, annual, donor and other reports in the areas of Shelter and infrastructure.
Staff Supervision:
- Supervise Shelter and Infrastructure personnel as assigned by the Team Leader.
- Uphold DRC’s code of conduct and principles of accountability
- Conduct daily field visits to support field staffs, through technical back stopping, to train duty bearers, check quantum of progress and verify quality of work.
Logistics /Finance:
- Support the Team Leader in monitoring financial commitments and expenditures against the budget and provide timely feedback on budget follow ups.
- Plan and coordinate proactively logistics and movements of staff from and to different clusters.
- Initiate procurements using DRC supply chain systems and procedures.
- Ensure the delivery of materials and supplies.
- Actively contribute to grants management of Shelter and Infrastructure projects through day to day oversight of assigned grant expenditures and contribution to BFU meetings.
Qualifications, Skills and Experience:
- The ideal candidate for the Danish Refugee Council Shelter and Infrastructure Officer job placement should hold a Bachelor’s Degree in civil engineering, Construction Management, Vocational studies in Technological studies with Education from a recognized University or Institution
- Three years of relevant work experience in construction, two of which must be with NGOs. Candidates with a National Higher Diploma in Construction with 5 years of experience may be accepted
- Ability to interpret designs, drawings and technical specifications;
- Ability to programme and schedule task in a multidisciplinary environment and proven ability to work creatively and independently both in the field and office;
- Ability to work with culturally diverse groups of people;
- Ability to travel and work in difficult conditions and under pressure;
- Computer literacy is a must -knowledge of AutoCAD/Arch card is an asset.
- Fluent in written and spoken English.
- Must be conversant with at least one of the local languages.
- Must be in possession of a valid motorcycle riding permit with at least one-year rough road riding experience.
- Proven commitment to accountable practices.
- Knowledge of working in challenging environments.
- Proven ability to manage large varied workloads and deal constructively with stress and periods with long hours.
- Proven ability to prioritize tasks, meet deadlines and work with limited supervision
- Proactive, stable and robust character and a good team player.
