Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
JOB SUMMARY: To provide a range of specialised support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.
KEY DUTIES AND RESPONSIBILITIES:
KEY ACCOUNTABILITIES (not all-inclusive)
- Under the direct Supervision of the budget and programming officer and the overall supervision of the Head of Budget and programming unit, the Key functions for the budget and programming associate include; –
- Maintain regularly and monthly pipeline reports and advise the Budget and Programming officer on best options applicable for resource management in ensuring a stable and healthy pipeline.
- Participate in the preparation of all pipeline related reports and scenarios, as required by various stakeholders
- Monitor the programming of funds by ensuring the timely preparation of funding proposals and assignment plans.
- Advise the budget and programming officer on food resourcing options (loans/swaps/repayments) as needed to avoid delivery gaps and pipeline breaks,
- Maintain a database on loans and repayments between WFP UGCO CPB activities and between WFP UGCO and other COs.
- Participate in regular consultation meetings within the country and regional offices and take follow-up action as necessary.
- Monitor usage of donor funds as per donor requirements and as per WFP corporate guidelines and ensure full utilization of donor funds
- Assist in the financial analysis of activity budgets and resources and recommend necessary action when or as required.
- Ensure all unassigned resources are allocated in line with the WFP rules and regulations.
- Assist in generating budget analyses and provide findings with suggested recommendations to support activity managers, officers and the management team.
- Assist in the preparation of annual reports
- Support CO staffs in building their capacity in resource management

Resource Management: Monitors trends in staffing and resource usage to anticipate and escalate potential issues to programme leaders.
Performance Management; Displays sufficient understanding of WFP performance management system to gather relevant and accurate information from internal and external sources for inputs to monitoring and/or evaluation processes
Supply Chain and Operations Knowledge: Demonstrates basic understanding of WFP programme, implementation, and supply chain principles (including project modalities & structures).

Qualifications, Skills and Experience:
- The ideal candidate must hold a Bachelor’s Degree in Statistics, Finance, Auditing, Economics, Logistics, Business Studies or any other related field from a recognized Institution;
- At least (5) Years if relevant working experience gained from a reputable organization;
- Skills in Project Planning and management, budgeting and programming processes
- High level analytical skills
- Ability to develop integrated analyses to support Strategic decision making in programming and budgeting
- Solid Knowledge of most systems relevant to Organizational business processes
- Good Knowledge and Skills in Using MS Office Applications;
- Excellent command of English is Vital.
Desired Experiences for Entry into the Role
- Has supported the preparation and management of budgets.
- Has assisted with the monitoring of budgets/resource plans/pipelines/supply chains.
- Has assisted with budget/allotment related issues within the WFP budget system.
