The UNDP NDC Support Programme (NDC-SP) will build on the foundation and extensive results achieved under the LECB Programme (2011-2017) and work to enhance technical and institutional capacities of public, private sector and social actors to scale up mitigation actions that support NDC implementation. In addition, the Programme will work in select countries to integrate gender equality in NDC planning and implementation processes within the broader sustainable development context. These dual aims will be achieved through strengthened climate governance, removal of barriers to LEDS and NAMA implementation, and an improved investment environment that address barriers to public and private finance.
Job Summary: The Project Manager will ensure that all outputs, activities and considerations are fully implemented as per the Project Document.
Key Duties and Responsibilities:
Management and Coordination Tasks
- Lead, manage and coordinate day-to-day planning, implementation and management of project activities according to the Project Document (ProDoc) and project log frame;
- Act as the Secretary of the Project Steering Committee (PSC) and execution of their recommendations.
- Prepare Standard Progress Reports (quarterly and annual), annual work plans and budgets for consideration by the PSC;
- Facilitate project audits and evaluations, production of documentation required by UNDP, the Climate Change Department (CCD) and the PSC;
- Facilitate effective communication and decision-making between the PSC, UNDP Global Support Unit, CCD and all stakeholders to ensure ongoing stakeholder cohesion and effective process management
- Prepare the project monitoring and evaluation plan;
- Monitor the project’s progress towards the attainment of the project outcomes and objectives, in particular achievement of the project’s global environmental benefits;
- Coordinate and manage the project’s Inception Workshop and preparation of the Inception Report;
- Assume responsibility for the quality and timing of project as per the Pro Doc ;
- Manage disbursement of funds, maintenance of accounts as per requirements of UNDP & NIM guidelines, and provide inputs to internal and external audits;
- Establish and maintain relationships and act as the key focal point with UNDP CO and UNDP Global Support Unit to ensure all the programming, financial and administrative matters related to the project are transparently, expediently and effectively managed, in line with established UNDP rules and regulations;
- Work closely with the main stakeholders to ensure their roles are appropriately integrated into the project as envisaged;
- Actively coordinate activities with the NDC Partnership/NDC Custer members through the Climate Change Department.
Qualifications, Skills and Experience:
- The ideal candidate for the Office of the United Development Programme (UNDP) Project Manager NDC Support Programme job opportunity should hold a Master’s degree in any of the related areas: climate change, environment, sustainable development.
- A minimum of five years of experience at senior management level with demonstrable project level management skills and ability to coordinate activities;
- Work experience in relevant technical areas for at least 10 years in climate change/environment
- Demonstrated understanding of issues related to climate change/environment, NDCs, Low Emission Development Strategies (LEDS), Nationally Appropriate Mitigation Actions (NAMAs) and National Adaptation Plans (NAPs);
- Previous experience in designing and facilitating capacity building processes;
Personal Competencies:
- Demonstrated substantive experience in working with developing countries and undertaking policy and programmatic work in the area of expertise mentioned above.
- Demonstrated experience in designing and facilitating capacity building processes in developing countries.
- Strong understanding of the links between climate change/environment and gender issues.
- Demonstrated experience working on policy and programmatic issues with national and local governments and civil society organizations.
- Experience or strong familiarity with the work of UNDP and/or other multilateral, bilateral and civil society development partners.
- Excellent analytical, writing, and communications skills.
- Demonstrated ability to work in an independent manner.
