WFP has operations in various parts of the Country.
Job Summary: The Human Resources Business Partner will coordinate talent acquisition, talent development & talent management as well as administration of international staff (consultants); administration of national staff benefits and entitlements; support the delivery of a professional, client – focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities, Country Strategic Plan and HR policies & procedures. The incumbent will also receive technical oversight and guidance from Head of HR.
Key Duties and Responsibilities:
- Analyze, monitor, adapt and respond to a verity of complex internal and external queries related to a variety of HR policies, rules and regulations to provide guidance to managers and staff to ensure business process efficiency and successful adaptation of recommended practice in alignment with wider WFP policies;
- Initiate, coordinate and roll-out all HR internal communication messages;
- Prepare and provide accurate information, collating and analyzing data and producing clear, insightful and meaningful reports;
- Manage the development and implementation of HR solutions by understanding how the organization works;
- Manage the talent acquisition process for Area/Field office positions; in liaison with HR team at Country Support for organizational design activities that enable management to define and organize structures and allocate people to the right places to improve efficiency.

- Facilitate administration of written exams and interviews conducted/undertaken at the Area Office Level as need arises;
- Manage the delivery of effective on-boarding experience at Area office level;
- Coach managers and Area Office/Field Office HR focal points on performance management for all types of contracts;
- Guide documentation of probation actions as per the probationary cycle;
- Coordinate preparation of job descriptions and /TORs for all positions under your jurisdiction;
- Coordinate National Staff contracts on the different contract types;
- Manage the communication and administration of learning and capability building interventions;
- Manage the implementation of learning needs and skills gap analysis process;
- Role model the ‘change-ready employee’ by remaining flexible, positive and open to change;
- Communicate and engage on the vision for performance culture, high performing teams and champion individual and successful change management processes;
- Champion gender mainstreaming in the workplace;
- Coordinate with Head of Field Offices, Field office HR focal points and consolidate and manage databases of staff attendance and leave; provide reports /feedback to Area Office management;
- Support HR operational activities or projects that are aligned to business needs, following standard processes, WFP policies and procedures;
- Oversee the maintenance of confidential personnel records, HR databases and archive, to ensure data and files are accurately stored and updated in compliance with established standards
- Participate in HR oversight /support missions to satellite offices for standardization in HR processes and practices;
- Support with the Emergency Preparedness Response on HR related matters (Ebola preparations);
- Participate in execution of actions and extraction of periodic reports from the HR Information Management Systems, that is WINGS;
- Perform any other duties as may be assigned by the supervisor from time to time.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UN World Food Programme (WFP) Human Resources Business Partner job placement should an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, attained from a recognized institution;
- Or First University degree with additional years of related work experience or trainings/courses, attained from a recognized institution;
- A minimum of five (5) years of relevant working experience in Human Resources management and development, administration, gained from reputable organizations;
- Proficiency in both oral and written English is essential;
- Knowledge and experience using MS applications.
- Ability to maintain confidentiality is a must.
