Currently WFP focuses on three priority areas: Saving lives in Emergencies; Building Resilience through Predictable Safety Nets; Improving Nutrition & Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets. WFP has operations in various parts of the Country.

Job Summary:  The Human Resources Officer will have independent responsibility for technical, specialized work including planning, organization and coordination, and setting objectives. She/he will deal with a variety of complex issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders are expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. Job holders have a level of expertise and knowledge to adapt and develop systems and processes in order to continually improve the level of support provided. She/he is expected to motivate and develop a team of support staff and/or are responsible for specialized support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes.

The incumbent will co-ordinate and deliver a full range of HR services, partnering with managers to ensure accurate implementation of WFP policies and procedures, response to UGCO priorities and facilitate the effective functioning of a client-focused and partnership HR services, including the CSP – 2018-2022.

Key Duties and Responsibilities: 

  • Support and deliver onboarding activities to ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization;
  • Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy;
  • Support for organizational design activities that enable management to define and organize structures and jobs, and allocate people to the right places in order to improve efficiency.
  • Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  • The incumbent will align job requirements to ensure consistency with WFP job profile, work with the hiring manager, management and/or HR Business Partners to ensure that a robust specification is available for communication to prospects and to aid in shortlisting
  • Conduct straight forward data analysis under close guidance of a senior HR Officer, in order to support others on projects or contribute to process efficiencies and improvements
  • Coordinate talent management, from contracting to onboarding process;
  • Coordinate annual talent review exercises;
  • Participate in execution of actions and extraction of periodic reports from the HR Information Management Systems, that is WINGS, PASport & ATLAS;
  • Support with the Emergency Preparedness Response on HR related matters (Ebola preparations);
  • Support management & administration of consultancy and short term professional staff;
  • Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders;
  • Any other duties as may be assigned by the supervisor from time to time

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UN World Food Programme (WFP) Human Resources Officer job placement should hold an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, attained from a recognized institution Or First University degree with additional years of related work experience or trainings/courses, attained from a recognized institution;
  • A minimum of five (5) years of relevant working experience in Human Resources management and development, administration, gained from reputable organizations;
  • Proficiency in both oral and written English is essential;
  • Knowledge and experience using MS applications.
  • Ability to maintain confidentiality is a must.
  • Knowledge of general HR administrative work practices and methods, gained through relevant technical training and experience;
  • Good communication skills and basic understanding of HR principles and their application in order to respond to and resolve general HR queries;
  • Ability to develop and maintain relationships with a wide range of individuals in order to provide a high quality support service;
  • Ability to collate and compile relevant data from a variety of sources in order to produce periodic reports for supervisor(s);
  • Ability to monitor and record personnel files and documentation in an organised manner and in line with compliance standards
  • Knowledge and experience using computer MS packages
