Job Summary:
Under the general supervision of the FAO Country Representative in Uganda, and in close collaboration with the National AMR sub-committee of the National One Health (OH) Platform, OH coordination office, and technically supervised by the Assistant Representative for Programmes.
Technical Focus:
To bolster the animal health sector’s capacity in preventing, detecting, and responding to public health threats, USAID supports the roll-out of a national Emergency Centre for Transboundary Animal Diseases (ECTAD) project under its Global Health Security (GHS) Program. This five-year initiative aims to build sustainable animal health systems and One Health capacities to mitigate risks posed by emerging and re-emerging zoonoses, endemic zoonoses, and antimicrobial resistance (AMR).
Key Duties and Responsibilities:
- Collate, analyze, and synthesize AMR NAP review reports and other sources to inform the 2024-2028 AMR NAP for Uganda.
- Review recent data on AMR surveillance, antimicrobial usage studies, and good practice studies to update the situational analysis of AMR in Uganda.
- Update the current NAP based on findings from the review and data analysis.
- Facilitate stakeholder consultations to capture relevant country AMR priorities for input into the draft AMR-NAP.
- Cost the priority AMR activities in the AMR-NAP draft.
- Submit an updated, validated, costed, and endorsed AMR-NAP 2024-2028 at the end of the consultancy.
- Undertake any other duties related to AMR as necessary.
Qualifications, Skills, and Experience:
- Advanced University Degree in Veterinary Medicine, with postgraduate training and relevant experience.
- Minimum of five years of in-country work experience in antimicrobial resistance (AMR) and its containment.
- Proficiency in English (level C).
- National of Uganda or resident with a valid work permit.
- Expertise in meeting facilitation, report and proposal writing, and qualitative and quantitative approaches in AMR data collection and management.
- Demonstrated leadership in strategic document development and project coordination within the EAC region.
- Excellent written, oral, and presentation skills in English.
- Evidence of previous publications in international meetings and refereed journals.
- Successful track record in writing and funding project proposals.
