Job Title:   Consultant – Formulation of Sensitive Protection Sensitive Social Safeguard

About US:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

 

Key Duties and Responsibilities:

  • Collect and review relevant social safeguard policies, laws, regulations and protocols related to the inclusion of refugees in the national development processes for protection sensitivity;
  • Share the list of relevant existing safeguarding policies and protocols indicating action required- including redrafting, enhancements as appropriate with UNHCR Protection Unit before starting the in-depth desk review for consideration and selection of a sector/area of focus.
  • Prepare relevant questions, conduct interviews with contacts from government, academia, NGOs. PROSPECTS partners, private sector, refugee and host community representatives in the selected sector;
  • Develop technical guidance to improve the protection sensitivity of social safeguards and risk mitigation protocols (inclusive of PSEA/SH, VAC, refugee rights);
  • Support pilot testing;
  • Validate the guidance note in a MGLSD- convened stakeholder workshop;
  • Deliver the final report with findings and recommendations addressing comments raised by the UNHCR Protection team and the Stakeholder meeting.

Qualifications, Skills and Experience:

  • The applicant must hold an Advanced university degree (Masters’ degree in development studies, Public Administration, Social Policy, law and other relevant fields).
  • Five years of experience in project/programme based social risks assessments, social risk management (including prevention, mitigation and response) in the public sector or development partner programming;
  • Experience developing technical guidance for use in national systems an added advantage;
  • Familiarity with Uganda’s local governance context relevant for refugee management.
  • Languages: Fluent in English (proficiency/level C) required

 

Competences

  • In-depth knowledge of social safeguards requirements in Uganda’s protection environment
  • In-depth knowledge of the refugee response policy, relevant legislation, policy and regulatory framework in general and as is specific to gender-based violence and child protection;
  • Established network of key actors in GBV and CP humanitarian and development policy design, implementation and coordination.
  • Substantial analytical experience in this area.
  • Familiarity with Uganda’s development planning context relevant for refugee management.
  • The consultant will be required to handle client information with discretion and strict confidentiality. The consultant must comply with all the UNHCR’s Policies applicable to consulting services.
