Job Summary: The Programme Policy Officer (Home Grown School Feeding Programme – HGFP) will provide support to policy and programme activities that effectively meet food assistance needs.
Key Duties and Responsibilities:
- Provide overall technical backstopping and guidance on the implementation of Home Grown School Feeding programme (HGSFP) to the Field Offices;
- Liaise with Food Systems/Resilience unit to ensure that the activity implementation is in line with WFP’s corporate guidelines, feeds into policy and strategic discussions in Kampala; and expands engagement with the districts including their capacity strengthening;
- Coordinate with other Programme Policy Officers (PPOs) to build synergy amongst WFP programme portifolio within the Karamoja region;
- Support the Aea Office head of Programme and PPO – M&E to organise and participate in annual Wotk Planning , assessments and surveys, evaluatuions, monitoring missions, as well as sector coordination and review meetings;
- Review School Feeding Distribution plans submitted by Field offices, consolidate at Area office level and cross check with the Food Pipeline situation;
- Assist the Area Office head in identifying capacity gaps and designing training workshops and communication and information materials for the district counterparts, education development partners, as well as school authorities;
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UN World Food Programme (WFP) Programme Policy Officer (Home Grown School Feeding Programme – HGFP) job placement should hold an advanced University degree obtained from a recognised education institution in any of the following areas: Education, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses;
- A minimum of three (3) years relevant working experience in reputable organisations in any of the following areas: Education, Agriculture, Livelihood, Nutrition or any other related area;
- Proficiency in both written and oral English;
- Working knowledge of any of the Karimojong language dialects is an added advantage
- Has gained experience in implementing technical programs (i.e. nutrition, etc.).
- Has implemented programmes and provided input into designing operations.
- Has provided input into policy discussions and decisions.
Competencies:
- Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
- Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
- Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
- Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
- Strategic Policy Engagement w/ Government: Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
