The UN World Food Programme (WFP) is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas: Saving lives in Emergencies; Building Resilience through Predictable Safety Nets; Improving Nutrition & Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets. WFP has operations in various parts of the Country.

Job Summary:  The Programme Policy Officer (LIPW Advisor) will work towards achieving consensus within the LIPW Technical Working Groups on all issues relating to Labour Intensive Public Works; incorprate capacity building and strengthening (Human Resource and Institutional) into the agenda.

Key Duties and Responsibilities: 

  • Support the Ministry of Gender, Labour and Social Development( (MGLSD) in the dissemination, the roll out and adaptation of the Labour Intensive Public Works Guidelines (LIPW)
  • Support MGLSD to establish a national LIPWs Technical Working Committee that will be responsible to appraise, supervise and monitor LIPW Sub- projects.
  • Build the capacity of the members of the technical working committee to appraise, supervise and monitor LIPW Sub-projects
  • Develop the TOT training manuals and materials.
  • Train selected TOTs at various levels
  • Support and supervise the district level dissemination of LIPWs
  • Will work as a liaison between WFP and MGLSD in ensuring effective implementation of the project
  • Develop an environmental and social management framework and plan for LIPW;
  • Work with the communications teams of WFP and ESPP to develop and implement a communications and advocacy plan and tools for LIPW, which may be integrated into the ESPP communications strategy if agreed;
  • Support completion and generation of consensus on the participatory M&E and Implementation framework for LIPW guidelines;
  • Support the development and implementation of a risk management framework;
  • Support the assessment and supervision of Public works programmes to ascertain whether PWPs can be incorporated into labour intensive public works as per the LIPW guidelines;
  • Develop a data base to track all public works interventions in the country;
  • Enhance the coordination and relationships with key stakeholders in LIPW e.g. NUSAF
  • The Advisor will liaise between Makerere University and MoGLSD to ensure that there is integration in the implementation the NEPAD Arch/ 3PAs to all the refugee hosting districts in alignment with the LIPW’s guidelines.
  • Support the engagements with Makerere University to launch the 3PA (three pronged approach) and NEPAD ARCH.
  • In liaison with university PHD students, support the MGLSD to launch the 3PA at the national level.
  • Develop a 3PA region wide rollout plan in consultation with the MGLSD Social Protection Implementation Unit.
  • Support the district to use the 3PA for the refugee programs, using the adapted host/refugee SLP.
  • Provide support to any other pertinent initiatives that MGLSD and WFP will agree upon from time to time.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UN World Food Programme (WFP) Programme Policy Officer (LIPW Advisor) job placement should hold a Bachelor or Advanced university degree in social sciences, development studies, education and/or any relevant field in the humanitarian-development nexus. Any postgraduate qualification from these fields is an asset.
  • A development practitioner with a relevant social sciences master’s degree and at least 7 years’ experience in Labour Intensive Public works as it relates to social protection and programmes led in conjunction with partner governments.
  • Experience in Private Sector engagement and partnership is desirable
  • Experience in capacity building of government counterparts, mentoring and training.
  • Has experience working across the Program portfolio including VAM/Nutrition.
  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.
  • Highly knowledgeable in Labour Intensive Public Works (LIPW) and the mandate of WFP.
  • Demonstrated experience in developing LIPWs techniques and training materials
  • Excellent understanding of the Government and WFP institutional frameworks
  • Strong skills and experience in public works, government engagement, and coordination with the local government.
  • Excellent experience and knowledge in participatory monitoring and evaluation
  • Good knowledge in managing the 3Pas
  • Good knowledge of Microsoft Office (MS word, Excel, PowerPoint, Access)

Competencies:

  • Programme Lifecycle & Food Assistance: Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
  • Transfer Modalities (Food, Cash, Voucher):  Demonstrates the ability to design, implement, monitor and provide oversight over effective and efficient programmes deploying different transfer modalities.
  • Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)
  • Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
  • Emergency Programming: Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches
  • Strategic Policy Engagement w/ Government: Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
