WFP has operations in various parts of the Country.
Job Summary: The Programme Policy Officer (Integrated Resource Management Officer) will provide support to policy and programme activities that effectively meet food assistance needs.
Key Duties and Responsibilities:
- Co-ordinate and supervise the HR, Admin, IT, Finance, Procurement and Supply chain staff, and support their learning and development, to ensure staff possess up-to-date knowledge of WFP systems and procedures required to perform their duties and subsequently can contribute to the provision of effective services.
- Regularly monitor, oversee, and adapt existing HR, Admin, IT, Finance, Procurement and Supply chain procedures and collaborate with a wide range stakeholder across the organisation to identify, assess and meet evolving resource support needs.
- Analyse and respond to a variety of complex internal and external queries, to ensure that clients are well-informed and that integrated resource team activities are aligned with the broader WFP objectives.
- Undertake in-depth analysis’ and future projections of a range of data and compile and prepare comprehensive reports to contribute to the provision of accurate information for informative decision-making and to support the effective and timely management of WFP resources.
- Identify training needs and efficiently plan trainings, to ensure that all staff have required knowledge and skills to carry out their responsibilities.
- Effectively manage the unit to ensure the continued development of a cohesive and high performing team.
- Plan and manage WFP assets and ensure that allocated resources are used efficiently and are in line with agreed plans to ensure effective and efficient delivery of daily operational issues are timely.
- Any other duty assigned.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UN World Food Programme (WFP) Programme Policy Officer (Integrated Resource Management Officer) job placement should a University degree in any of the following disciplines: Business Administration, Human Resource Management or any other related field.
- At least six years working experience in leading a team of National Staff.
- Proficiency in both written and oral English
- Has deepened technical knowledge through exposure to technical teams.
- Has taken leadership of implementing programmes.
- Has provided input into policy discussions and decisions.
Competencies:
- Programme Lifecycle & Food Assistance: Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
- Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
- Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
- Emergency Programming: Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
- Strategic Policy Engagement w/ Government: Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
