About UNHCR:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

Key Duties and Responsibilities: 

  • Coordinate, manage and support the technical team in Uganda in a timely, cost-effective, inter-sectoral and adequate delivery of technical interventions and services to support operational needs.
  • Review, identify and assess progress of UNHCR technical programs and initiate responses to  address the gaps in collaboration and coordination with key UNHCR technical staff, operational partners and authorities as required to ensure timelines, agreed interventions are addressed and comprehensive timely response to constraints are identified and solutions proposed as required.
  • Participate as technical focal point, in support of respective technical unit heads, in coordination meeting with various stakeholders including Governmental to ensure UNHCR¿s interests and those of our POCs are adequately reflected and disseminate information to all stakeholders in a timely, efficient manner.
  • Support the development of comprehensive multi-sector integrated settlement planning following the Master plan approach.
  • Adapt standard technical coordination support and working environment that are consistent with the operational needs. Ensure effective information flow within and from the various technical units / operational locations.
  • Support sector technical specialists to disseminate, promote commitment to and monitor compliance with UNHCR’s global policies, standards and guidance on technical support in key UNHCR priority areas including settlement constructions, infrastructures, health and wash support etc.
  • Support Assistant Representative (Programme) with HR planning and management to establish and maintain an efficient and skilled technical workforce that is capable of supporting on-going operations.
  • Coordinate technical specialists to support to the Country office to assist with establishment of adequate shelter and infrastructural (incl. WASH) facilities for the refugee arrivals at the border entry points.
  • Coordinate with the technical team the development and periodically updating of appropriate shelter strategies which are framed by UNHCR’s Global Strategy for Settlement and Shelter (2014-2018) and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
  • Coordinate technical specialists to provide clear guidance on standards for shelter, settlement, WASH, environment, including minimum emergency standards to meet basic and essential needs, in close consultation with relevant DPSM Sections in Geneva.
  • Coordinate and supervise regular assessments on environmental conditions in refugee-hosting areas and measure to what extent those conditions are affected by the presence of refugees, collecting and updating data on main areas of environmental, energy, livelihood and shelters and identify means to mitigate the impact on the natural resources.
  • Support sector specialists in ensuring that environment is adequately addressed within in-house through capacity building activities of the agency.
  • Together with UNHCR’s implementing partners, compiling, analyzing and mapping available information on shelter options in country taking into account relevant policies adopted by the Government. When planning infrastructure works, ensure that the technical component reflects UNHCR minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Due consideration should be given to standards in other relevant sectors such as water and sanitation.
  • Coordinate technical specialists to ensure adequate monitoring and evaluation so that UNHCR’s technical interventions are produced in a technically sound and standardized manner and establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe.
  • Support senior staff to review the Government plans for development of facilities and advise on alignment of the planned services with best practice and international standards for such facilities.
  • Coordinate technical specialists to advice on matters related to the procurement of sector related responses or equipment, including the development of technical specifications for bid documents, technical evaluation of bids, review/inspection of the quality of products/works.
  • Work in close coordination with all functional Units in UNHCR (Protection, Programme, Community Services, Field, Administration, and Supply) for all issues related to protection, population of concern figures and assistance.
  • Work in close collaboration with all relevant stakeholders including, local authorities, relevant partners and affected communities on issues related to the shelter and settlement programme.
  • Coordinate technical specialists to advise on matters related to construction activities within the settlement among different sectors (such as WASH (water & sanitation), health, education facilities, environment, etc);
  • Prepare mission report and debrief.
  • Maintain regular contact with the relevant DPSM Sections in Geneva and regional support center in Nairobi regarding all technical matters.

Key Result Areas:

  • Guide, review and approve the development of settlement master plans and various strategies related to environment, energy, water, sanitation.
  • Review and approve the technical integrity of technical designs, bills of quantities.
  • Represent UNHCR at various technical coordination meetings.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Senior Technical Coordinator job placement should hold a graduate degree (equivalent of a Master’s) in Architecture, Civil-Engineering or other related discipline plus minimum 8 years of previous work experience relevant to the function of which a minimum of 4 years of international field experience. Undergraduate degree (equivalent of a BA/BS) plus 9 years or Doctorate degree (equivalent of a PhD) plus 7 years of previous relevant work experience may also be accepted.
  • Excellent knowledge of English and working knowledge of another UN language.
  • Field experience in responding to large scale emergencies working with relevant governmental technical departments and various organizations in identifying, designing, delimiting, clearing and developing land allocated to establish site camps.
  • Prior experience of implementing shelter and settlement and WASH projects in humanitarian context and large scale emergencies coordinating with operational partners governmental technical departments.
  • Prior experience in designing and implementing a shelter & WASH strategy, including host family situations, collective shelter, settlement and camp settings, in emergency while considering the transition to more sustainable solutions.
  • Prior knowledge of effective humanitarian coordination and engagement with Governmental authorities and other such actors.
  • Proven ability to deal with multiple tasks in a courteous and service-oriented manner in a demanding working condition that often has short deadlines.
  • Computer literacy in MS Office and other relevant software with special focus on design, technical drawings and GIS mapping.
