Partners for Community Health and Development Organisation (PACHEDO) founded in 2007 is a registered NGO in Uganda and currently operational and implements projects in 5 main sectors (Agriculture and Livelihood, Health and Nutrition, WASH and Gender Based Violence and Emergency interventions) in Northern Uganda- Acholi sub-region (Amuru, Gulu and Lamwo districts), with the Head office located in Pece Laaro Division Gulu City.
Through one of her donor BMZ- Johanniter International Assistance PACHEDO, has received funding for a 36 months’ Nutrition and WASH project to be implemented in Palabek refugee settlement and surrounding sub-counties in Lamwo district Acholi sub-region. PACHEDO is therefore seeking to recruit dynamic, highly motivated, qualified and competent persons to fill the positions indicated below for the Promotion of Improved Nutrition Project.

Job Summary: The WASH Officer is responsible for the direct implementation of all WASH activities in the entire project area. He/ She will work closely with the WASH Assistant to ensure technical standards in PACHEDO WASH programming that will include support and capacity building and supervision of WASH Assistant and will be regularly reporting to the Project Manager.
Key Duties and Responsibilities:
- Raise WASH profile of target area by implementing relevant approaches to improve hygiene and sanitation effectively through trainings and sensitization sessions.
- Promote campaigns for improving household sanitation and hygiene through latrine construction and use
- Identify, form and train community WASH structures such as Community hygiene promoters and water user committees.
- Prepare/ organize surveys and participate together with MEAL Officer in the assessment
- Ensuring appropriate WASH protocols and data collection tools are available for use by the WASH Assistants
- Ensuring project/programme activities are implemented according to recognized international standards with appropriate monitoring and Evaluation plan.
- Participate in sector coordination meetings with the District Water department, WASH partners in sub counties and district.
- Coordinate activities with relevant local government offices and partners in Refugee settlements and sub-county leadership
- Represent PACHEDO in meetings and conferences and any WASH events in and outside the project area if so designed by the superior.
- Administer vulnerability assessment tool to identify PSNs in the refugee settlement
- Identify able bodied youth to assist PSNs in latrine construction works
- Conduct regular inspection of the latrine construction works to ensure the progress and completion to specifications
- Coordinate exchange visits between beneficiaries in the refugee settlement and the host community.
- Organise and conduct radio talk shows that promote WASH practices.
- Conduct WASH Education sessions at health facilities during ANC visit days.
- Manage and account for all funds requested for project activity in an accurate and timely manner
- Effectively and efficiently manage all assets of the organization entrusted strictly for only official work purposes in the project site.
- Compile periodic plans and document results and recommendation and share reports with Project Manager and MEAL officer on weekly, monthly. and quartile basis
Qualifications, Skills and Experience:
- The ideal candidate must hold a University Degree in Public Health and a Certificate in WASH will be an added advantage.
- At least 3 years or more hands-on experience in community mobilization work, community development, sanitation, public health related work.
- Relevant work experience of at least 2 years in community work and preferably in WASH project implementation with NGOs and Local Government
- Experience in Humanitarian context, implementation with an NGO and conducting surveys and collecting meaningful data is desirable.
- Knowledge in CHC, PHAST, CLTS e.t.c approaches in managing WASH are desirable.
- Experience in teaching /training adult learners and training in basic household WASH practices will be added advantage.
- Experience in the IYCF practices, principles and operations associated with WASH, Nutrition and Nutrition sensitive agricultural production.
- Team player with excellent communication, Organisation and planning skills and to communicate in time and work in a team
- Ability to exercise sound judgment and make decisions independently.
- Working experience in Acholi and lango context and fluency of English and Luo is a MUST
- Demonstrated interpersonal and mobilization skills and proactive problem solving skills.
- Knowledge and sensitivity to gender equality, ethnic minority issues in confidential situations.
- Good computer skills with MS office and proven documentation and Excellent/quality report writing skills.
- Ability to learn new concepts/ideas and willingness to work and live in a rural community setting
- A valid motor vehicle driving license/permit, including the ability to ride and to access target communities and care for a motorcycle assigned.
