Job Summary: The WASH Project Manager will be one of the key technical positions within the revitalized URCS Disaster Risk Management Operational Framework managing WASH projects in West Nile. With support from Austrian Red Cross, working from the Headquarters with regular visits to West Nile, s/he will manage, lead, and gradually strengthen the capacity of a team of 2 Program Officers (Hardware & Software), 2 Focal Persons (Hardware & Software) and volunteers responsible for the project implementation in West Nile.
The WASH Project Manager will be responsible for running and supervising water, sanitation and hygiene projects at all stages of the project management cycle. He/she is also responsible for accomplishing the project objectives and outcomes within the contextual constraints. The PM ensures the overall success of the project by making sure the WASH team completes the defined activities while adhering to internal standards and contractual obligations; and that the project is completed on time, within budget and with good quality.
Further objectives for the WASH Project Manager concern the capacity strengthening, targeted guidance, mentoring of staff; humanitarian needs identification through monitoring of the evolving situation; context analysis to contribute to the development of future programs; and internal coordination with all Project Managers to strengthen WASH interventions within the National Society.
Key Duties and Responsibilities:
- Overall planning, coordination, implementation, evaluation and recommendations on the WASH agenda of Austrian Red Cross supported projects and for other WASH operations in West Nile;
- Project lead and management of Austrian Red Cross supported projects in West Nile.
- Ensure a regular flow of information and communication with the Head of Disaster Risk Management especially anticipated project risks, and opportunities.
- Provide technical guidance and support on-site in to all Water Treatment Units; pump stations, upgrades of Waste Management Centers & Fecal sludge treatment units, Water infrastructure operation and maintenance.
- Provide guidance and support to the project team regarding WASH software, such as Hygiene Promotion, Menstrual Hygiene Management, safety of water points etc.
- Technical management of tender processes, negotiations, contracts and contracto
- Ensuring timely delivery of procured services from contractors through respective measures
- Ensure strong coordination and mutual agreements with the responsible Austrian Red Cross project staff
- Manage the project WASH team human resources and provide technical support, training and capacity building.
- Manage the program budget through the passing of timely orders, the preparation of monthly forecasts and the monitoring of expenditure.
- Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports.
- Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized.
- Participate in the development of new proposals to scale up successful WASH innovations in line with the Disaster Risk Management Strategy.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in Water Engineering, Water Management, Geology, Civil Engineering or a related field from a reputable institution;
- Post Graduate or Pre-Graduate Diploma in Water Engineering, Civil Engineering, Geology or a related field;
- Sound training in water resources management;
- Specialized training in improved hygiene promotion approaches or equivalent WASH software education and/or experience i.e. Participatory Hygiene and Sanitation Transformation (PHAST), Community led Total Sanitation (CLTS), Personal Hygiene and Sanitation Education (PHASE) for institutions
- At least three years of hardware and software WASH practical managerial experience in humanitarian setting;
- Familiar with updated Government policies and WASH implementation guidelines;
- Previous experience/knowledge of Red Cross Movement structure and operations is an asset;
- Additional private sector experience is an asset.
- Excellent computer skills with high proficiency in Microsoft Excel and ability to run specific software (AutoCAD, EPANET, ArchCAD and basic GIS)
- Sound understanding of the project management cycle and related tools
- Knowledge of electronic data collection systems and data editing/analysis
- Very good knowledge of Emergency Response Protocols and sphere standards for service delivery.
- Project Management in humanitarian-development nexus context
- Able to adapt to emergencies and the particularities of the emergency response context.
- Conducting WASH need assessments in conflict-affected areas and follow-up the project implementation on the ground by the field team.
- Good initiative, strong decisiveness, and self-motivated, to work with minimal supervision.
- Good interpersonal skills and working relations with staff under his/her supervision and other stakeholders.
- High level of diplomacy and negotiation skills
- Adherence to Professional ethics and good financial management skills in line with URCS policies and guidelines.
- Excellent interpersonal and communication skills
- Good analytical and reporting skills
- High level of integrity
- High flexibility regarding movements, working days and hours
