Job Summary: The WASH Project Manager will oversee the implementation of WASH project to support water, sanitation, and hygiene in URCS areas of response.   This position will ensure all project activities are started on timely basis and will provide proactive support to field teams on need basis. This position will travel to all field locations and will provide leadership in all activities. Reporting technically to the to the Emergency WASH Manager and administratively to the Director, s/he will oversee and develop high quality design and implementation of emergency response projects to effectively address the humanitarian gaps and needs while building a base for later activities of early recovery. S/he is responsible for ensuring that projects run smoothly by providing technical leadership, supervising, training and mentoring the WASH project staff, and coordinating the implementation of WASH activities. The WASH Project Manager plays key roles in the implementation of the safety and security procedures, project development, proposal development, and providing input into the overall country project strategy.

 

Key Duties and Responsibilities:

Strategic planning and Management 

  • Support the Director to analyze and integrate strategic pillars of WASH programming.
  • Support URCS in the development of WASH proposals.
  • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;

WASH Technical Support

  • Support WASH teams in implementation of the WASH project, including hygiene education, water, and sanitation infrastructure rehabilitation, construction and services;
  • Engage in verification of beneficiary households that promote accountability;
  • Conduct field visits to all field location, support WASH teams as requested by Director, completes assignments assigned during field visits, Support in planning of distribution of hygiene kits, dignity kits and other NFIs that are an integral part of the project;
  • Oversee the successful implementation of project activities, ensuring that teams are following work plans, that activities are on schedule, and that project deliverables are completed as promised;
  • Actively participates to preparation of tender and contracts, including technical specifications of works to be performed by contractors;
  • Write monthly reports and other donor based reports to the Director to review and submit;
  • Work closely with vendors and contractors, as well as participate in vendor assessment and selection;
  • Assist in proposal / concept note development and report writing as necessary;

Coordination, advocacy and representation

  • Represent URCS at the WASH cluster meetings (when asked),
  • Liaise with local officials including the Local and the Regional Water Utility, Sanitation Utility, Health structures, local NGOs and project partners, local religious leaders and other community members to ensure support for and acceptance of URCS projects in the area of response;
  • Develop and maintain working relationships and coordinate with relevant international and local agencies active in the water and sanitation sector of an emergency response, including donors, other humanitarian and human rights organizations, local authorities and local partners,
  • Represent URCS at local coordination meetings (when asked).

Performance Management and Program Quality.

  • Significantly contribute towards the development of WASH plans, processes and procedures ensuring compliance with wider budget programming policies and donor standards.
  • Ensure WASH activities are consistent with established best practices, acceptable international and national standards as well as ensure programs across different sites in the country are of comparable quality.
  • Oversee the collection and timely reporting of data and statistics for all WASH programs (including objectives, indicators and outcomes) according to internal and donor requirements
  • Review monthly field and donor reports and ensure appropriate follow up and decision making on related to the WASH programs;

Resource Mobilization and partnerships

  • In liaison with the Director, actively support the directorate initiatives of resource mobilization through proposals development in line with the URCS Strategy;
  • Promote URCS visibility at national, regional and International platforms and forums concerning WASH in relevant humanitarian, transitional and development programming platforms.
  • Produce and present WASH related papers at local, regional and international forums to share experiences and best practices identified through project activities
  • Identify new program opportunities through rapid assessments and proposal development inputs and writing as indicated.

People management

  • Support the Director in the recruitment of the Directorate staff
  • Establishes priorities and sets management performance goals for staff.
  • Recommends and coordinates training programs for supply chain staff.
  • Actively engages in management performance duties and ensures the provision of management, guidance, development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in the areas of his/her responsibility.
  • Ensures good order and discipline of staff under his/her overall supervision
  • Develops initiatives to promote the welfare and well-being of the Directorate staff
  • Provide technical direction and advice in emergency response in insecure environment, and develop work plans in collaboration with the team;

Budgetary controls and Asset Management

  • Proposes and gains approval of financial resources necessary for achieving the objectives of the programme.
  • Monitors actual costs against budgetary provisions on an ongoing basis.
  • Manages the assets assigned to the project staff so that they are in a good state of maintenance and repair for revenue maximization.

Performance Monitoring, Evaluation & Reporting (PMER)       

  • Identify priorities in term of assessments, designing and overseeing Knowledge, Attitudes and Practices(KAP) and other surveys. Works closely with PMER manager, PMER officers, data officers to ensure all PMER databases are fully updated.
  • Conduct field assessments, makes recommendations about the needs and vulnerabilities of the target populations in regard to water, sanitation and hygiene issues, and develop and implements feasible yet sound technical solutions;
  • Conduct regular monitoring of project activities and project impact, per URCS Performance Monitoring,
  • Evaluation, and Reporting and in accordance with existing related guidelines;

Carries out any other lawful assignment allocated by the immediate Supervisor. 

  • Ensure all activities are gender sensitive and follow URCS’ Protection Gender and Inclusion Policy;
  • Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
  • Contribute to monthly reports and other ad hoc reports to meet donor and internal requirements;
  • Participate in internal office coordination and planning meetings and workshops;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to URCS and to not jeopardize its humanitarian mission;
  • Other assigned tasks, as necessary..

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s Degree in Water Engineering, Water Management, Geology, Civil Engineering or a related field from a reputable institution;
  • Post Graduate or Pre-Graduate Diploma in Water Engineering, Civil Engineering, Geology or a related field;
  • Sound training in water resources management;
  • Specialized training in improved hygiene promotion approaches or equivalent WASH software education and/or experience i.e. Participatory Hygiene and Sanitation Transformation (PHAST), Community led Total Sanitation (CLTS), Personal Hygiene an Sanitation Education (PHASE) for institutions
  • At least three years of hardware and software WASH practical managerial experience in humanitarian setting;
  • Familiar with updated Government policies and WASH implementation guidelines;
  • Previous experience/knowledge of Red Cross Movement structure and operations is an asset;
  • Additional private sector experience is an asset.
  • Excellent computer skills with high proficiency in Microsoft Excel and ability to run specific software (AutoCAD, EPANET, ArchCAD and basic GIS)
  • Sound understanding of the project management cycle and related tools
  • Knowledge of electronic data collection systems and data editing/analysis
  • Very good knowledge of Emergency Response Protocols and sphere standards for service delivery.
  • Project Management in humanitarian-development nexus context
  • Able to adapt to emergencies and the particularities of the emergency response context.
  • Conducting WASH need assessments in conflict-affected areas and follow-up the project implementation on the ground by the field team.
  • Good initiative, strong decisiveness, and self-motivated, to work with minimal supervision.
  • Good interpersonal skills and working relations with staff under his/her supervision and other stakeholders.
  • High level of diplomacy and negotiation skills
  • Adherence to Professional ethics and good financial management skills in line with URCS policies and guidelines.
  • Excellent interpersonal and communication skills
  • Good analytical and reporting skills
  • High level of integrity
  • High flexibility regarding movements, working days and hours
