About UNHCR:
The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Operation Monitoring Officer works with other functions related to programme management and protection and has substantive contacts with all field offices in the country. The jobholder works closely with all sections in the Branch Office and Field Offices as required. The first step to supporting management and capturing effects in order to fulfil essential tasks would be to explore on how to solidify the existing monitoring set of indicators. The Operation Monitoring Officer works with other units and divisions to ensure operational support and guidance which strengthens programme and protection priorities. To achieve this, the incumbent will need to build and maintain effective relationships within and beyond the division as well as broader network of external stakeholders who can contribute to operationalizing protection.
Key Duties and Responsibilities:
- Regularly monitor the projects executed by the programme through the preparation of programme/projects guidelines.
- Support the Deputy Representative in the submission of the country strategy and priorities for final approval by the Regional Office.
- Contribute to preparing documentation and reports.
- Work in liaison with all protection and programme sections to ensure the smooth and coordinated delivery of substantive inputs, tools and technical advice.
- Keenly review and analyse issues and trends as well as impacts against progress made in cross cutting themes specially youth, gender and cohesively guide colleagues on the mainstreaming of tools in these areas. Make presentations on assigned topics and activities for the sake of clarity.
- Support he management to enhance the adequate delivery of services through the two priority pathways; emergency response and solutions oriented programming.
- Attempt to revisit all protection SOPs with a view indexing all reported gaps in order to to suggest key steps to improve outreach and relentless approaches to the Transit Center, legal assistance for individual cases, the prisons, resettlement procedures, border management and safe heavens within the area of operations.
- Make a top priority, the relevance and clarity of the proposed programme specific health indicators and how the expected outputs will contribute to the results.
- Regularly monitor whether the quantified target values for indicators are realistic and effective.
- Address the gap of low primary/secondary school enrolment, lack of adequate infrastructures in the education sector, lack of practical skills at most level and scholarships.
- Strengthen the livelihoods activities through development of the plan to efficiently address key steps of the interventions and concise data collection to better guide the collective response.
- Strive to put a particular emphasis on solutions which provide refugees with shelters that respect the privacy, security and protection.
- Provide support in the monitoring the respect of agreed standards of health workers and respect of ethics in various medical centres.
- Ascertain the improvement of learning environment, capacity development for teachers and education structures and training of school management committees.
- Guide on issues of congestion in school and assess the existing situation to address long distances to school given that most children are still walking between 8 to 10 kms per day to reach their structures against the 5 kms recommended policy.
- Attempt to review the lack of motivation of teachers, re-assess a few aspects of scholastic materials for a proper decision making purpose. Consider looking into issues of starvation in schools and related concerns. Consider re-evaluating the ratio teacher-student and crucial aspects of perceived language barriers.
- Help support refugees with disabilities and their families in realizing their claims for equal recognition in policies and operation procedures and for equal access to humanitarian aid and services.
- Ensure access to quality basic health care service to all referred refugee patients to the designated medical referral structure.
- Closely work with Programme and Community Services colleagues in the assessment and improvement of youth cultural, sporting and child friendly spaces across the board.
- Lead/participate in the collection of technical data so as to appropriately feed the country’s overall structural mapping matrix.
Key Result Indicators:
- Responsive to policy: closely linked to the policy interventions supported. That they should capture the essence of a result according to a reasonable argument about which features they can and cannot represent.
- Normative: having a clear and accepted normative interpretation (i.e. there must be agreement that a movement in a particular direction is a favourable or an unfavourable result).
- Robust: reliable, statistically validated.
- Timely collection of data: available when needed, with room built in for debate and for revision when needed and justified.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UNHCR Operation Monitoring Officer job placement should possess a University degree in International Humanitarian or Human Rights Law, Law, International Development, International Relations, Social Sciencesor a related field.
- At least eight years (6 with advanced university degree) of relevant professional working experience, including three years at the international level in a relevant field(s).
- Previous exposure and experience in protection, or community based protection work with UNHCR.
- Previous exposure and experience of programme or project design.
- Good coordination and strategy development skills.
- Advanced computer skills.
- A demonstrated results orientation in work methods, ability to work independently and in a fast-paced, demanding work environment.
- Flexibility to adapt to changing circumstances and to handle requests or issues as they arise.
- Work experience in protection programming and coordination in humanitarian settings.
- Demonstrated capacities in Results-Based Management, including monitoring and evaluation, linking protection programmes and budgets.
- Previous exposure and experience in designing and implementing planning processes, including strategic planning.
- Excellent English drafting and communication skills and working knowledge of another UN language.
