About RSCE:

The Regional Service Centre Steering Committee is the decision-making body for RSCE, in compliance with General Assembly resolutions, United Nations Secretariat rules and regulations, strategic guidance from United Nations Headquarters and oversight bodies. The Steering Committee consults with the Global Field Support Strategy Implementation Coordination Team, as required.

The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions. It also ensures that staffing for RSC.

Key Duties and Responsibilities:    Within delegated authority, the Human Resources Officer will be responsible for the following duties:

Monitoring, reporting and internal communication:

  • Actively contribute to the monitoring and evaluation of the implementation of delegated authorities, through, inter-alia, the Human Resources Management Scorecard (HRM-S), Service Level Agreements, HRM-S indicators, and the Senior Managers’ Compact.
  • Develop and implement practices and procedures based on HR policies to meet the evolving needs of the Service Line.
  • In charge of monitoring the implementation of human resources policies, practices and procedures in the Service Line.
  • Actively participates in the preparation of special reports, standard operating procedures (SOPs), and information circulars and participate and/or lead special human resources projects.

Administration of Entitlements:

  • In charge of providing advice on the application of policies, regulations and rules. Review and provide advice on exceptions to policies, regulation and rules.
  • Determine and recommend benefits and entitlements for staff on the basis of contractual status.
  • Review policies and procedures and recommends changes as required.
  • Tasked with the review and recommending of the level of remuneration for consultants.
  • Supervise and monitor the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions and extensions of contracts.
  • Keenly monitor and follow up on separations with colleagues in New York, with Payroll and with the UNJSPF in relation to payments of final benefits.
  • Provide data on staff separations on a regular basis.

Recruitment and Placement:

  • Responsible for identifying upcoming vacancies in coordination with client offices; preparing job openings; review applications for eligibility; arranging and conducting interviews; reviewing recommendations on the selection of a candidates by client offices; serving as ex-officio in interview panels; and preparing/presenting cases to review boards.
  • Prepare job offers for successful candidates; monitor and evaluate recruitment and placement-related activities of client offices; and recommend changes or corrections related to procedures to these offices.
  • Plan, organize, develop and coordinate assessments related to recruitment of professional, general service and other categories of staff, if needed.
  • Perform any other duties as required.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations Regional Service Centre at Entebbe (RSCE) Human Resources Officer job placement should hold a High school diploma or equivalent. Technical or vocational certificate in human resources management, business or public administration, education or related area is required.
  • At least ten (10) years of progressively responsible experience in human resources management, administrative services or a related area. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree.
  • Previous experience in the application of Human Resource Management Systems (for example: Inspira, Umoja, or related) is required.
  • Prior exposure and experience working in the United Nations or an International Organization in a post-conflict environment outside home country is required.
  • Supervisory experience is desirable. Experience working in a shared service center or operation is desirable.
  • Languages: Fluency in oral and written English is required.

  • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
