The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 36 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

Job Summary: The Human Resource/Administration Manager will offer overall support and direction in Human Resources and Administration function for Uganda and Tanzania country operations. He/She will ensure the policies and standards are applied consistently in all the country offices. This role has a country focus and ensures compliance to DRC procedures and guidelines within the two country operations. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities. The position will work in close cooperation with the Regional HR and Administration Manager for East Africa & Yemen.

Key Duties and Responsibilities: 

Human Resources Management

  • Lead and manage the Human Resources team (including people planning, performance, well-being and development).
  • Provide technical support, advice and capacity build the Human Resources team.
  • Advise and assist managers in Human Resources related issues and concerns.

Recruitment, development and people planning

  • Drive and support recruitment and selection activities ensuring compliance with recruitment process.
  • Work closely with senior management team and senior staff on new staff retention strategies and initiatives.
  • Ensure proper on-boarding process.
  • Ensure oversight and consistency in position titles and grades, across all field locations.

Performance, well-being and compensations & benefits:

  • Proactively respond to and manage performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is well kept.
  • Implement the DRC performance management system including developing the capacity of managers to implement effective performance management.
  • Link performance reviews to staff development, assess training needs and develop robust training programme.
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
  • Lead people well-being initiatives.
  • Define and review salary structure in partnership with the Senior Management team and coordinate annual compensation review process and compensation adjustments.

Human Resources Policies and Support:

  • Maintain and update Staff Human Resources Handbooks as necessary.
  • Proactively pursue continuous process improvement in Human Resources related practices in order to enhance the quality and efficiency of output/delivery.
  • Work closely with HQ to share information and provide support as required.

Compliance & Capacity Building:

  • Ensure that all DRC offices in both countries comply with necessary national, DRC and donor regulations.
  • Conduct regular visits to field offices to ensure compliance to HR policies & procedures.
  • Provide capacity building support to HR staff & Admin. staff at field offices.
  • Support line managers in field locations to manage employee relations.

Administration:

  • Ensure oversight of relevant lists (e.g. leave, R&R) in coordination with managers and field sites.
  • Monitor contract end dates and proactively liaise with managers regarding extension or end of contract.
  • Coordinate the staff exit process.
  • Ensure oversight of management of visas, entry permits, alien registration and work permits.
  • Ensure oversight of internal and international travel.
  • Ensure timely updating and renewal of organization registration certificates.
  • Maintain and safeguard DRC records. Develop and manage a logical file system for DRC’s contracts, with a database containing the essential information for DRC service providers and consultants towards an effective internal management and administration.
  •  Liaison with local institutions, authorities and ministries in all matters related to administration and relevant to DRC operations in the country.
  • Responsible for proper functioning of all offices and DRC guesthouses and equipment. Ensure that insurance for the premises and equipment is updated at all times.
  • Management of an effective central mailing system in all Country Offices.
  • Ensure legal compliance country regulations and laws in respect to NGOs Act and labor laws.
  • Coordinate and ensure quality and timely corporate reporting in HR/Administration department.

Technical Line Management Responsibilities

  • Provide technical guidance and support to other HR and Administration staff who report to a different Manager.
  • Advise on and promote understanding and application of DRC policies, procedures and principles.
  • Raise with management non-compliance issues relating to HR/Administration.
  • When relevant, drives development of policies and standards in region or country and/or localizes global policies to regional or country level.

Qualifications, Skills and Experience:

  • The applicant must hold a University Masters Degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources.
  • The ideal candidate for the Danish Refugee Council (DRC) Human Resource/Administration Manager job placement must have five years of working experience in Human Resources with at least 2 years in a Senior Human Resources management role within an INGO.
  • Proven leadership skills and a competence in people management.
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes.
  • Extensive knowledge on local labor law.
  • Excellent skills in handling and advising on complex people management issues.
  • Previous experience in developing Human Resources strategies and policies, and driving implementation.
  • Experience using an online system for recruitments.
  • Full professional proficiency in English.
