The Program for Accessible Health Communication and Education (PACE) is a local health non-governmental organization and remains an affiliate of PSI. PACE is an innovative, efficient and impact-oriented organization that works towards realizing a community of Ugandans empowered to sustain healthy behavior, while significantly contributing to Ministry of Health in the areas of HIV/AIDS-care and prevention, TB, Malaria and Child survival, maternal and reproductive health, as well as access to Safe water.

Job Summary:  The Global Fund – Youth and Adolescent Specialist (HIV) will coordinate projects in line with the donor contract obligation, PACE’s vision and mission, provide overall guidance in the direct implementation of the project. The Youth and Adolescent Specialist will spend 80% of their time in the field supporting the project.

Key Duties and Responsibilities: 

  •  Develop Monthly, quarterly and annual work plans, budgets and procurement plans and monitor budget expenditures against work plan for the related programs/projects.
  • Reviewing of project officers Monthly, quarterly and annual budgets, work plans and reports.
  • Develop and implementation of a training and capacity building and mentoring plan for the project.
  • Monitor the Plan, forecast, order, distribution and account for all health commodities and related materials to be distributed to facilities and stakeholders.
  • Prepare and submit monthly, quarterly, annual and end of program/project reports/updates to the supervisor.
  • Build and maintain advocacy and networking efforts with existing, previous and potential donors, ministry of health and other relevant stakeholders for continuity of project interventions
  • Conduct quarterly program performance monitoring and mentoring visits to Project officers, implementing partners and program beneficiaries to ensure quality improvement strategies are achieved including quality checks and assessments
  • Develop and or adopt training materials, curriculum and job aides for implementing partners for the different program interventions and continuously mentor/coach staff and partners.
  • Account for all project deliverables as per the donor obligations and PACE policies.

Qualifications, Skills and Experience: 

  • The applicant must hold a Degree in Nursing, Medicine, Social Sciences, Health Services Management, Public health. Possession of a Post graduate diploma in project planning and management or master’s in public health is an added advantage
  • Additional training in a clinical discipline (Nursing & Medicine) at a minimum of Diploma level required.
  • Previous experience in developing managing donor workplans and budgets is a plus.
  • Excellent verbal, written and interpersonal communication skills.
  • Demonstrated ability to work with various partners including MOH, Local governments, CBOs and other NGOs.
  • Previous experience with a donor funded Non-governmental organization is preferred.

Personal Competences

  • Good report writing, and presentation skills coupled with good knowledge of Ms Office programs including Word, Excel and power point.
  • Excellent verbal, written and communication skills.
  • Ability to build relationships with stakeholders within and out of the organization.
  • Evidence of taking decisions at the right time based on the information available.
  • Attention to detail and ability to work accurately.
  • Able to work independently and as part of a team.
  • Result focused, drive change/innovation, customer service orientation and develop others
