About ELNHA Project:

Oxfam in Uganda is under taking a project named: ‘Empowering Local and National Humanitarian Actors’ (ELNHA) to be implemented over three years in collaboration with relevant district structures ard national actors in sub-regions of Karamoja (Kotido, Kaabong), Acholi (Lamwo, Agago), and West Nile (Koboko and Zombo) commencing January 2016. These districts face challenges from climate change induced prolonged droughts and food insecurity as well as refugee influx as a result of the conflicts in the neighbouring States South Sudan, CAR and DRC).

Job Summary:  The Influencing Coordinator – ELNHA II will spearhead influencing and advocacy work for the humanitarian capacity building Project in Uganda, using research, policy work, lobby and advocacy, media, popular mobilisation and alliance building to achieve sustainable changes in consultation with Project Manager and Oxfam Country Management team  in Uganda

Key Duties and Responsibilities: 

Technical

  • In collaboration with allies and the Humanitarian Platform for Local Actors, carry out  campaign, influencing and advocacy activities on localization of the humanitarian system of Uganda, at the national level.
  • Facilitates and supports greater communication between local, national, and international humanitarian stakeholders
  • Initiates and strengthen liaison with respective stakeholders (mostly at national level) including UN agencies, policy makers and private sectors which requires sensible judgments, understanding about Oxfam policy and procedures.
  • Provides on regular basis creative/innovative solutions to problems or tasks.
  • Makes  decisions after consultations and due consideration of the context and solves problem on new and complex issues, requiring creative thinking to find best solutions.
  • Demonstrates ability to work under pressure, meet deadlines and use of independent judgement but in a team environment.
  • To be up to date with developments in government circles and other humanitarian actors and provide regular updates to the team
  • Provides professional support and feedback to managers in responsibility areas.
  • Uses information from a variety of sources to inform decision making on ‘poverty and power’ issues.
  • Focuses on knowledge management of humanitarian policies and practices.
  • Follows Oxfam tools and software.

Leadership

  • Design, in collaboration with peers, and implement a campaign strategy for Oxfam’s work on localization in Uganda
  • Develop and disseminate case studies, learning, and policy notes
  • Contribute to the Comprehensive Refugee Response Secretariat’s National Plan of Action (Roadmap) work on localization, working closely with Secretariat members to ensure delivery of activities committed
  • Commission and manage research for influencing on objectives agreed
  • Engage with and support the development of humanitarian policy with the Government of Uganda, including the Office of the Prime Minister
  • Actively participate and support the strengthening of the Uganda Humanitarian Platform for Local Actors (HPL) and it’s advocacy work
  • Participate in all HPL steering committee meetings
  • Lead in the development of an HPL advocacy strategy and support it’s implementation
  • Raise visibility of HPL members by developing member profiles
  • Support in external communication of HPL member and network activities
  • Work with HPL members to deliver training and coaching for advocacy, in order to build their skills in local level influencing
  • To design and implement a comprehensive and integrated project advocacy and influencing strategy for maximising the impact of project and campaigns receiving supports from peers and guidance from WIN and Communication and Project teams.
  • To stay up to date with the latest wisdom, theories, discourses and thinking on how to improve effectiveness of policy and advocacy work and impact.
  • To train, coach and support Oxfam’s and partners staff in order to build their skills and capabilities to do local level influencing
  • To organize and facilitate including workshop, seminar, meeting

Management

  • To develop good working relationship with LHAs / partners/social forces diverse humanitarian actors including political parties and their affiliates, social movements and active individuals, in order to support localization campaign activities.
  • Facilitate and support the collaboration and communication between sub-national networks and national humanitarian stakeholders, including HPL and the INGO forum.
  • To facilitate the participatory planning and budgeting process for the campaign and assist peers and partners as well as manager to do so effectively. Ensures cost effectiveness, transparency and upward-downward accountability
  • liaison with relevant focal points and partners  in Bangladesh, colleagues of other functional units to run the campaign effectively
  • work closely with Policy Advocacy and Research Advisor and Communication Coordinator

Qualifications, Skills and Experience: 

  • The ideal candidate for the Oxfam Influencing Coordinator – ELNHA II job should preferably hold a University Degree and or Masters in Social Sciences, Mass Communication, Law, Education and, or relevant discipline
  • A minimum of five years of practical working experience in advocacy and influencing work.
  • Be conversant with The Grand Bargain, the New York Declaration and Global Compact regarding localisation of humanitarian actions.
  • Preference will be given on strong background in managing research projects, policy advocacy including lobby and negotiation.
  • Good contact with Government private sector, academia and media are essential.
  • Sound understanding of the national political economy and global context with theoretical understanding on social change process is desirable.
  • Strong knowledge  National and International humanitarian laws, polices, strategies, principle , standards
  • Ability to connect humanitarian response to long term development programme with evidence based advocacy are desirable.
  • Ability to liaise, network with wide range of humanitarian actors at national level.
  • Excellent information gathering and analytical skills.
  • Ability to work independently with minimum guidance, manage time efficiently, willingness to work under pressure and follow a flexible time schedule.
  • An understanding of gender and diversity and the ability to apply this within policy and influencing work.
  • Strong coordination and facilitation skills
  • Innovative and creative approach to problem solving.
  • Strong communicational and motivational skills and eloquent public speaker
  • Good facilitation, presentation, influencing and persuasive skills, with ability to build strong, credible relationships and to communicate with a broad range of stakeholders.
  • Strong writing skills in English, preferably with a history of writing for popular campaign / influencing materials and donor reports.
  • Ability and willingness to travel at grassroots, districts and international level, including during humanitarian emergencies.
  • Ability to conduct workshop, seminar, meeting and capacity building events
