UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.
Job Summary: The Project Associate – Rule of Law, access to justice and human rights for Refugees will specifically focus on the coordination and implementation of UNDP rule of law, human rights and access to justice within the Refugee response
Key Duties and Responsibilities:
- Support the design, management and implementation of UNDP Refugee and Rule of Law, Access to Justice and Human Rights interventions;
- Assist with the mainstreaming of Refugees into the UNDP Rule of Law and Constitutional Democracy
- Contribute technical inputs to programming, project planning, implementation and monitoring, including drafting of relevant documentation, work plans, monitoring frameworks, analytical reports, briefs, presentations and other reporting requirements;
- Support the establishment of a monitoring system to track progress on program results and indicators;
- Provide research support on refugee and the rule of law, human rights and access to justice and contribute to outputs such as thematic reports and assessment reports; Draft issue papers and short policy briefs;
- Support the review of best practices, lessons learnt, experiences and stories on refugee and the rule of law, human rights and access to justice.
- Contribute to the identification capacity-building needs of partners and national/local institutions and support the coordination and implementation of technical assistance, mentoring, and training and capacity building initiatives;
- Support the coordination of interventions with community and local authorities – including civil society, courts, prosecutors, police, legal practitioners, and administration;
- Support UNDP participation in inter-agency protection meetings and provide timely and relevant technical and operational information and
- Promote coordination and collaboration with SIDA operations (technical cooperation etc.) through information sharing;
- Perform other tasks as required by operational priorities
- Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Key Results/Expected Outputs:
- Strengthened coordination of UNDP contribution within the Uganda Refugee Response Plan, in the area of Rule of Law, Access to Justice and Human Rights;
- Strengthened implementation of UNDP Rule of Law, Access to Justice and Human Rights interventions dedicated to Refugees population ;
- Developed evidence-based research, knowledge management and learning products in the area of Refugees and the Rule of Law, Access to Justice and Human Rights
- Enhanced cooperation with SIDA;
- The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs);
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations Volunteers (UNV) Project Associate – Rule of Law, access to justice and human rights for Refugees job must hold a Bachelor’s degree or equivalent in Law, Human Rights Law and Political Science or related field
- At least 12 months of working experience
- Demonstrated interest and/or experience (up to 2 years) in legal research, analysis and advocacy in the practice areas of rule of law, access to justice and human rights.
- Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;
- Proficient in the usage of computers and office software packages
- Other development programme/project experience
- Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching.
- Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management.
