Job Summary:  The Programme Associate (Partnership Management) is to  provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

Key Duties and Responsibilities: 

  • Manage  partnership Roster with key information of the cooperating partners (prospective and Current );
  • Maintain accurate records and regularly update partnerships information including contact information (physical, emails, telephones) and produce reports, statistical information and tables including contract values from time to time;
  • In consultation with the Head of the Unit, seek technical support from UGA CO Compliance and Risks Management Officer and RBN to ensure effective support and guidance ;
  • Develop matrices and reports following monitoring visits to share informative findings with both Management and the Cooperating Partners (CPs);
  • In collaboration with the Field/Area Offices monitor and review financial and programme performance and compliance as agreed in FLAs and provide  recommendations to improve internal control systems;
  • Carry out FLA midterm review meetings/workshops;
  • Coordinate the vetting of the prospective partners and their board members as required by the UN Security Council resolutions
  • Coordinate cooperating partners’ committee (CPC) meetings with the relevant technical units and share with the committee relevant documents

Qualifications, Skills and Experience:

  • The ideal candidate must hold a University degree in Social Work and Social Administration, Social Sciences, Development studies, Education, Rural development or any other related field
  • Experience in technical and strategic cooperation frameworks;
  • Experience in supporting the development of proposals, applications or equivalent formal written communications;
  • Experience in performing thorough desk-based research with the ability to concisely summarise information and identify key points;
  • Experience in business processes and account management;
  • Skilled in using databases to record accurate and up to date information and overall proven technical skills and experience;
  • Highly organized and methodical, with strong time management skills;
  • Demonstrated ability to develop and maintain productive, professional relationships with government and local community counterparts, donors, civil society and other stakeholders
  • High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment
  • Experience in managing diverse and sometimes competing interests and perspectives to arrive at a durable consensus;
  • Oral and Written Fluency in English

  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
  • Transfer Modalities (Food, Cash, and Vouchers)  Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
  • Broad Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programmes.
  • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Government         Understands and applies basic principles of engagement with government counterparts at the national or local level.
