Job Summary:  The Public Health Engineering/Promotion Team will manage, coordinate and lead in the implementation of Oxfam’s Public Health programme focusing on community participation in the overall refugee assistance, community engagement for action and capacity building of Oxfam, District & partner staff and community volunteers to better manage public health risks.

To support start-up/implementation of Public Health promotion and Public Health Engineering components of Oxfam humanitarian interventions in the newly established settlement site of Nakivale in Isingiro district. The work that will be undertaken will involve assessment, planning and implementation of public health activities in line with the Oxfam’s strategy in Uganda.

Key Duties and Responsibilities: 

Assessment and Programme Design

  • Lead the team to participate in rapid WASH assessment and lead on WASH interventions.
  • Ensure that assessment results are shared with respective key stakeholders (WASH partners and communities).
  • Contribute towards budgeting  and proposal development as necessary.

Programme Implementation:

  • Provide support to recruitment, induction and performance management of public health staff.
  • Assess training needs and provide capacity building and support to Oxfam staff.
  • Manage, support and supervise Oxfam staff to ensure high quality programming and coordination. This includes the development of work plans indicating clear targets and achievements as part of the programme framework.
  • Ensure implementation of emergency WASH response activities in Nakivale settlement through participatory approaches.
  • Work closely with MEAL team, to design and implement context appropriate accountability mechanisms and ensure that data collected is timely analyzed and reported to inform programme progress and management action/decision.
  • Regular reporting and budget management (ensuring activities are aligned with budget allocation, review  monthly budget versus actual expenditure against allocation).
  • Ensure that project learning is captured and capitalized for example based on learning reviews at community level, the development of best practices, case studies etc.
  • Ensure that all programmes take gender, disabilities and HIV issues fully into account. This includes the introduction of mechanisms to enable women and less able people to participate in decision making in the community action planning, implementation and evaluation process.

Representation/coordination:

  • Represent Oxfam in coordination meetings and some external relationships
  • Liaise with sub county, health authorities, local key stakeholders, OPM and partners on WASH response activities.
  • Ensure that we are informing and influencing the work of other actors in this area.
  • Actively participate in weekly meetings as necessary – programme, WASH and interagency.
  • Work with Logistics to ensure timely delivery of supplies and materials based on the clear procurement plans against defined programme activities.
  • Coordinate with Finance team for timely payment of Oxfam based structures, suppliers and contractors.

Leadership of Oxfam Team

  • Undertake the leadership role to the entire Oxfam team.
  • Guide, mentor Oxfam staff, provide all the necessary support they require by ensuring that their moral remains high.
  • Coordinate with the Oxfam Area manager to ensure staff get all the required support.
  • Provide technical leadership to the team during activity planning and implementation.

Qualifications, Skills and Experience: 

  • The ideal applicant must hold a Bachelor’s Degree in Civil and Or Water Engineering with a bias in Public Health educational background. Experience could substitute for a formal qualification, but not vice versa.
  • Advanced degree in Public Health, project planning and management is an added advantage.
  • Over 5 years’ experience implementing Public Health Engineering programs in humanitarian settings.
  • Extensive experience working in emergency response programs.
  • Experience in team and project management including budget management.
  • Excellent written and spoken English is essential (good communicator)
  • Fluency in local language is a MUST.
  • At ease in working with local communities and in remote areas.
  • Ability to work under stress and to deadlines often at short notice;
  • Strong interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Ability to present concise reports and proposals, reflecting the problems and possible solutions
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes/protocols (e.g. Sphere Minimum Standards, MR WASH etc).
  • Dynamic and willing to take initiatives to complete assigned tasks and deal with difficulties encountered in daily work
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
