Job Summary: The WASH Project Officer shall provide technical assistance and support for program design, planning and implementation, management and evaluation of CDC MNCH/WASH project (“Supporting Essential Water, Sanitation and Hygiene programming to meet the needs of South Sudanese refugees and host communities in Uganda during the COVID-19 Pandemic”), in support of achievement of program goals and objectives. Under the direct supervision of the Initiative Manager/SRH Specialist, the WASH Project Officer shall provide technical assistance and support for program design, planning and implementation, management and evaluation of CDC MNCH/WASH project (“Supporting Essential Water, Sanitation and Hygiene programming to meet the needs of South Sudanese refugees and host communities in Uganda during the COVID-19 Pandemic”), in support of achievement of program goals and objectives.
Key Duties and Responsibilities:
Support and provision of technical leadership in Essential Water, Sanitation and Hygiene programming to meet the needs of South Sudanese refugees and host communities in Uganda during the COVID-19 Pandemic (55%)
- Acting focal point for all Water Sanitation and Hygiene activities related to CDC project including follow up and reporting
- Plan and coordinate the implementation of all WASH activities
- Assist in designing CARE WASH program approach with local stakeholders
- Regular monitoring field visits of the WASH activities
- Recruit WASH field staff (Hygiene promotors, community volunteers, workers such as builders/plumbers, etc.)
- Develop and conduct WASH related trainings to project staff, Community Health Workers, medical staff, WASH committees and to other relevant stakeholders.
- Conduct regular monitoring of all projects sites; planned, ongoing and completed activities.
- Carry out specific administrative, operational/control tasks for project/program activities, arrange for the recording and administrative processing of payment requests and travel authorizations, coordinating travel and security clearances
- Provide technical assistance in preparing viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of CARE WASH program objectives, and recommendations on program, new initiatives and management issues to ensure achievement of stated objectives
- Contribute to the preparation of status and progress reports by providing information, preparing tables and drafting selected sections of it. Prepares background material for use in discussions and briefing sessions
- Coordination with MNCH/SRH CARE team
Participate in the development and maintenance of an effective WASH information (M&E) system (20%).
- Take lead in collecting field monitoring data in a timely, accurately and according to schedule.
- Participate in the continuous review of the M&E system with specific emphasis on providing support to the management of the WASH reach database.
- Train volunteers on effectively and efficiently use the existing data collection tools such as the rapid WASH assessment.
- Ensure that community volunteers are functioning and submitting reports to CARE.
- Participate in evaluating progress towards achievement of project outcomes.
- Provide on-going support supervision and monitoring to community structures to ensure delivery of quality WASH services.
Maintaining a high reputation (15%)
- Facilitate partnership and collaboration with internal and external counterparts, including those of CARE and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on program/project status and implementation and movement/distribution of supplies.
- In collaboration with the community structures, coordinate, support and facilitate monthly, quarterly and settlement level discussions and coordination meetings.
- Establish and maintain cordial and professional relations with local partners and collaborators including refugee settlement leadership, district officials and sub county leaders.
- Participates in relevant regional and national fora, and works to ensure that WASH
- Represent CARE in WASH coordination TWGs at settlement level, and outside settlement when required.
- Support link between WASH and MNCH team to facilitate technical support and consistency of program standards.
Promote Gender Equity and Diversity and Safeguarding practices All the time (5%)
- Practice a behaviour that is consistent with CARE’s core values, and promotion of gender equity and diversity goals;
- Plays a champion/change agent role in identifying and implementing initiatives that enhance CARE’s commitment to gender and diversity.
- Be a champion /change agent and ensure CARE Safeguarding policies and procedures are adhered to by our partners and the staff that S/he works with both directly or indirectly
- Where possible make appropriate recommendations to CO management on enhancing prevention strategies. This could include collecting and analysing information on actual/potential risk factors for vulnerability to sexual harassment, exploitation and abuse and elaborating measures to address them
Any other duties assigned by the supervisor which might include (5%)
- Supporting other WASH projects where need arises.
- Complying success stories and lesson learnt during project implementation.
- Identifying and documenting of best practices in implementation of WASH interventions.
- Taking other roles assigned outside the project but within the organization.
Qualifications, Skills and Experience:
- The ideal candidate for the CARE International WASH Project Officer job opportunity should hold a Bachelor’s degree in Public Health, Environmental Health or any health sciences
- Diploma in water and Sanitation/ diploma in Civil/Water engineering is an added advantage.
- At least three years of experience working in WASH sector with an NGO
- Previous experience in the NGO sector will be an asset;
- Excellent interpersonal and communication skills
- Fluency in English with good written skills;
- Excellent time management skills and resourcefulness with strong attention to detail;
- Excellent analytical skills;
- Must be capable of working both individually and as part of a team;
- Ability to work effectively in a fast-paced, stressful environment;
- Must be flexible, willing to perform other duties and work irregular hours.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to CARE and to not jeopardize its humanitarian mission.
