Organisation: Dwelling Places (DP)

Duty Station: Head Office with frequent travel, Uganda

Reports to: Deputy Director – Operations

Dwelling Places (DP) is a  registered Christian  Non Governmental Organization which specialises in the rescue, rehabilitation, reconciliation, resettlement and follow-up of children living on the streets.  The overall objective of DP  is to have a society where every child has a chest to rest their head on and a place to call home)

 

Job Summary:  The Finance Manager will provide a professional Financial and accounting service to Dwelling Places ensuring that sound internal controls are in place and adhered to and financial transactions are carried out in accordance with recognised International Standards and organisational policies and procedures.

 

Strategic Objective: To strengthen the institutional and organizational capacity of Dwelling Places to successfully engage partners, secure projects, identify and manage diversified funding, and effectively and efficiently manage and implement existing projects by the end of year 2025

 

Key Duties and Responsibilities: 

Oversee that a robust system of internal control is developed and adhered to;

  • Oversee the external audit process and ensure recommendations are tracked and implemented.
  • Oversee internal audit process
  • Supervise the accounting ledger (QuickBooks) and see that accurately kept up to date and a weekly back-up carried out
  • Ensure that sound financial controls are implemented in line with the financial policy

Oversee the professional development of the accounts and procurement staff through mentorship

Ensure a balanced, approved budget is developed and adhered to

Ensure all incomes are accurately recorded and appropriately accounted for and banked in a timely manner

Process all payments in line with the financial policy and in a timely manner to ensure activities can be carried out;

  • Prepare the monthly payroll for approval
  • Collate all payment requests (requisitions and staff expense claim forms), ensuring they are appropriately authorised, in line with approved budgets, have supporting documents attached and value for money is obtained
  • Manage the weekly update of the organisation’s cash position for management, listing pending requisitions, anticipated funds and future liabilities
  • Arrange payment of approved requisitions
  • Aid the organisation in the objective of reducing and minimising liabilities

Report on the financial performance of the organisation in line with statutory, donor and organisational policy

  • Oversee the preparation of the annual accounts and the audit process as required
  • Ensure regular monitoring reports for donors are prepared by deadlines, responding to ad-hoc requests for information as required
  • Produce monthly financial reports (BVA) for budget holders, seeking explanations for variances
  • Produce monthly financial reports, quarterly Work plan review process, as well as the regular Monitoring & Evaluation report on progress against the work plan
  • Prepare monthly financial performance reports for management and quarter to the board of directors on performance against the approved budget.
  • Prepare all Uganda Revenue Authority and National Social Security Fund schedules/ returns by the deadlines
  • Manage all cash and bank reconciliations as stipulated in the financial manual

Organise basic financial and accounting training for other staff members within the organisation where required

  • In addition to the above the post holder is required to:
  • Deputise for the Deputy Director of Finance and Sustainability as required
  • Carry out any other duties as may be assigned by the Deputy Director of Finance or the Country Director

 

Qualifications, Skills and Experience:

  • The applicant must hold a professional qualification in Finance or Accounting (CPA/ACCA)
  • An MBA plus university degree with a major in Finance, accounting, economics, or a related field
  • A minimum of 5 years’ experience in a similar or higher position with at least 3 years in a Non-Government Organization accustomed to Donor Financial Reporting modalities
  • Excellent computer skills. As a minimum, this would include an advanced understanding of Microsoft Excel and QuickBooks, budgeting, Online, and other financial software is highly desired.
  • Patient and encouraging; able to build and develop the capacity of others
  • Demonstrated commitment to program sustainability and building central and local capacity by providing technical assistance, training and supervision to other staff.
  • Strong financial analytical skills with the ability to keen attention to details.
  • Team player with the ability to work under pressure relate with staff leadership, the B.o.D and donors
  • Have great, adaptive communication skills to be able to inspire and bring people together.
  • Be flexible and creative in finding solutions.
  • Have strategic thinking and planning skills.
