Job Summary:   The Child Protection and Advocacy Officer will guide and facilitate project implementation, development, monitoring and child protection advocacy in the Cluster in line with Project plans to ensure children are protected, cared for and participating in decisions that affect their lives. Implementation of project interventions should be done in ways that meet WVU standards and donor requirements for improved and sustained wellbeing of children; and this should be done through effective engagement, coordination, supervision and working with project partners.

Key Duties and Responsibilities:  

 Facilitate Implementation of Project interventions in line with approved designs and AOPs/ DIPs

  • Support and guide project scheduled assessments, evaluations, monitoring and designs.
  • Facilitate development of the project design documents and AOP/ DIP.
  • Gather and analyze community perspectives, and prepare annual work plans and cash flows.
  • Write concept papers and proposals for non-sponsorship fundraising.
  • Monitoring of progress and achievements of project in the Cluster.
  • Organize community project and resource mobilization for planned activities
  • Mobilization of communities, local organizations and institutions for effective project implementation.
  • Mobilize community participation in project planning, development, implementation and monitoring.
  • Mobilize government institutions and technical staff in the planning and implementation of project plans.
  • Mobilize grassroots organizations, Faith Communities and other civil society organizations to ending violence against children

Coordination and capacity building

  • Provide technical guidance and facilitate capacity building for staff and/or partners in accordance with developed capacity building plans/strategies.
  • Engage with partners to ensure that the selection criteria for direct beneficiaries are accorded.
  • Ensure application of standard monitoring and evaluation tools in project implementation. Organize learning forums involving local government, CSOs, FBOs, NGOs and other relevant technical personnel.
  • Ensure partners have adequate skills for effective service delivery.
  • Coordinate with partners and engage with relevant stakeholders and local authorities in building relationships and consensus on project interventions.
  • Assess and conduct capacity building for effective service delivery.
  • Support local government in formulation and implementation of ordinances and bye-laws on project issues.
  • Organize dialogue engagements between partners, local government and children
  • Build Project level partnerships, networks and coalitions with civil society organizations and local government institutions.
  • Facilitate networking with local government institutions and other partners within the Cluster in planning and implementation of project interventions.
  • Identify and nurture local partnerships with grassroots civil society organizations, faith institutions and Sub Counties.
  • Build and facilitate the capacity and growth of community and grassroots organizations.
  • Facilitate growth of strong grassroots movements on specific advocacy issues to end violence against children including child sacrifice
  • Build leadership and mobilization capacity of project committees and facilitate their participation in project interventions.
  • Represent World Vision at project stakeholder meetings in the district and be a regular advocate on issues of Child Protection
  • Support and facilitate graduated growth of partnerships and community based organizations

Monitoring progress, Documentation and Reporting

  • Provide technical guidance to the Project and Cluster teams in identifying CP areas for research, conducting research and ensuring documentation of project outcomes/best practices for sharing at the project/district and national levels.
  • Organize project level forums to assess progress of implementation of planned activities.
  • Monitor progress of project interventions against plans within the Cluster.
  • Organize review, reflection and learning forum for project staff and partners,

Documentation and sharing of project leanings

  • Provide technical support in the development of Information, Education, and Communication (I.E.C) materials on child protection based on project strategic issues and objectives

Child protection & Advocacy

  • Facilitate child protection advocacy, policy dialogue and campaign interventions by ensuring linkages and coherence between engagements with the project and Area Development Programmes (ADPs) and National levels, in the context of integrated ministry.
  • To be the Focal Point person for child protection in the Cluster and support Cluster teams to report and comply with CP standards including effective roll out of CP models and approaches
  • To provide effective technical support to programmes/projects during design, planning, implementing, monitoring and evaluation of child protection priorities in line with national office goals and objectives, Key Result Areas, policy advocacy.
  • Facilitate effective and meaningful participation of children and youth as agents of change in all project interventions/process in line with WV Child Participation guidelines
  • Engage with partners to assess and address the existing child protection related issues in the community.
  • Mobilization of communities, local organizations, local government and institutions to participate in Child protection implementation and monitoring.
  • Facilitate proper formation of Child protection working teams/groups in line with World Vision Uganda Child Protection and Advocacy systems strengthening approach.
  • Facilitate child protection advocacy campaigns and engagements to ensure policy implementation and change
  • Support multi-sectoral, Inter-agency networking and coordination in establishing Child protection prevention, response and service provision mechanisms/ referral pathways
  • Proper and efficient management and utilization of Project finances and assets.
  • Project financial and asset resources are managed and used in line with policy guidelines.
  • Provide accurate and timely variances explanations on project over and under expenditures

Reporting

  • Produce quality and timely project reports to keep track of progress of implementing planned activities within the area of operation and CP technical program report for the Cluster
  • Produce timely and quality monthly, bi-annual and annual reports.

Qualifications, Skills and Experience:

  • The ideal applicant for the World Vision Child Protection and Advocacy Officer job must hold a University degree and/or in Social Science, Social Worker, Development Studies, Education or any relevant field.
  • Post Graduate Qualification in Human Rights, Project Planning & Management, Development Studies or law from a recognized institution is an added advantage
  • A sound understanding of social justice and Human Rights issues with demonstrated experience in Children’s Protection and rights advocacy, and networking
  • At least three years’ experience working with communities Facilitating development
  • At least 3 years of child protection programming
  • Ability to build capacities of community child protection structures
  • Skills and experience in local level Advocacy and Community Mobilization
  • A champion of Networking and Coordination
  • Previous experience with working with children and Project Partners is an added advantage
  • Familiarity with standards and guidelines for Child Protection programming and coordination as well as guidance
  • Strong communication (both oral and written) and documentation skills,
  • Experience of and commitment to working through systems of community participation and accountability
  • Must be highly reliable and independent.
  • Ability to work with minimal supervision.
  • Ability to ride motorcycle
