Job Summary:  The Data Management Officer will oversee the development and implementation of strong data management. He/she will implement efficient ways to collate, organize, store and analyze data with attention to security and confidentiality. The Data Management Officer performs under the overall leadership of the Data Manager CaP TB project.  Working closely with the Strategic Information & Evaluation team, the incumbent will work towards coordinated and efficient efforts in managing routine and non-routine data generated from the program implementation and other sources.

 

Key Duties and Responsibilities:  

  • Participate in the creation and enforcement of policies and guidelines for effective data management.
  • Participate in the formulation of techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data
  • Devise and implement efficient and secure procedures for data handling and analysis with attention to all technical aspects.
  • Participate in the establishment of the rules and procedures for data sharing with program team and external stakeholders etc.
  • Assist with reports and data extraction when needed from the integrated database.
  • Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.).
  • Ensure digital databases and archives are protected from security breaches and data losses.
  • Troubleshoot data-related problems and authorize maintenance or modifications.
  • Participate in the review of the data management plan, maintain the data management plan throughout lifecycle of projects and ensure data management plan is followed according to EGPAF data requirements/needs.
  • Ensure timely data transfer from various external data and internal platforms into the Foundation’s integrated database.
  • Assist in defining and/or create data listings, summary table validation, data specifications and/or process data transfers in preparation for statistical review and/or data management audit.
  • Coordinate the archiving of databases and related documents.
  • Respond to requests for standard and ad hoc data reports as required in a timely manner.
  • Participate in the preparation and presentation of data, when applicable.
  • Alongside the Strategic Information & Evaluation team, facilitate site level data quality assessment, auditing and verification for improvement

 

Qualifications, Skills and Experience:

  • The ideal candidate for the Data Management Officer job must hold a Bachelor’s (honors) degree in health informatics, statistics or demography or population studies, epidemiology, and a formal qualification in data management.
  • A candidate must have passed Mathematics at Ordinary Level with at least a credit.
  • At least three years of progressive experience in routine data management including designing data bases, data collection, collation, analysis and presentation.
  • Knowledge of common Statistical analysis and database management packages including Epi-DATA, GIS, MYSQL.
  • Practical experience in working with routine health information systems at the facility and district is a must.
  • Thorough understanding of the Uganda MOH HMIS system is a must.
  • Ability to work independently with minimal supervision.
  • Ability to fully grasp the complexity of data management.
  • The candidate should have a strong understanding of databases and data analysis procedures.
  • Tech-savvy and possess excellent troubleshooting skills.
  • Good analytical thinking and ability to interpret public health and epidemiological data.
  • Able to work under pressure
