About US:
Outbreaks of circulating vaccine-derived poliovirus type 2 (cVDPV2) have expanded in countries across Africa in 2020. Uganda has a confirmed Environmental sample event of cVDPV2 from Lubigi site as of July 2021, however no individuals have been identified who are seeding this type 2 virus. Cases have been reported in neighboring countries, such as South Sudan and the Democratic Republic of Congo. There is an urgent need to strengthen acute flaccid paralysis (AFP) surveillance and population immunity in Uganda and prepare for potential cross-border spread from nearby outbreak countries.
The Ministry of Health with support from the World Health Organization through the World Alliance for Lung and Intensive Care Medicine in Uganda (WALIMU), therefore, invites applications from suitably qualified applicants to fill vacant posts tenable on Non-gratuitable Local Contract Terms in the 14 Health regions of Uganda on a Non Renewable contract.
Key Duties and Responsibilities:
Preparation-Coordination Supervision of the response
- Sitting with EPI/IDSR regional supervisor and being a full-time member of the EPI/IDSR regional supervision team.
- Participate in all the meetings of the EPI/IDSR regional supervision team.
- Be a member of the working group focusing on SIA
Introduction of nOPV2
- Contribute to the distribution of advocacy and communication material to ensure that all levels of the immunization system are well informed about the nOPV2
- Ensure that Polio and AEFI Surveillance are enhanced and of sufficient quality to detect events
SIAs planning, implementation and monitoring
- Provide information to the Polio National EOC for the Risk assessment and the response scope definition
- Actively follow up on SIA planning using the official preparedness dashboard (including for HR and financial items)
- Ensure that GIS and micro plans, data are used at districts levels for the SIAs planning and for estimation of target population and coverage
- During the SIAs, monitor daily with the districts team the activities ongoing in the districts
- Analyze the SIAs quality data during the campaigns to propose immediate corrective actions (e.g. mop-up)
- Contribute to the preparation and implementation of the SIAs quality monitoring surveys
- Analyze the results of the quality surveys (in campaign, IM, LQAs…) and propose corrective actions
- Troubleshoot any issues or bottlenecks as they occur
Qualifications, Skills and Experience:
- The applicant must hold a first-level University degree in Medical science (Nursing, Medicine), Public Health, Epidemiology or related field.
Desirable:
- Previous experience working with polio programs or other vaccine-preventable diseases.
- At least five years of relevant experience working in the field of public health, or 5+ years of experience working in the field of public health, specifically in: VPD surveillance, including AEFI, AFP, measles and rubella, yellow fever, neonatal tetanus, and other VPDs
- Planning, implementing, monitoring, and evaluating immunization program activities, such as polio and measles/rubella SIAs and routine immunization activities
- Performing training and capacity building activities for health workers especially for immunization campaigns
- Experience in COVID-19 pandemic response activities at national or district level
