About USAID Project:
IntraHealth has been working in Uganda for over 25 years. The current project, the USAID Regional Health Integration to Enhance Services in Eastern Uganda (USAID RHITES-E) is a USAID funded activity to support the Government of Uganda (GOU) and key stakeholders to increase availability and utilization of high quality health services in 23 districts in Eastern Uganda and 2 in Karamoja sub-region by strengthening health systems and improving the quality of, access to, and demand for health services with attention to equity and underserved populations.
Job Summary: The Monitoring and Evaluation Officer will work closely with the Director, Monitoring, Evaluation & Learning (DMEL) and Technical Advisors to implement a system of constant data collection, analysis, and data use that informs the DMEL and the Technical Advisors to determine whether targets are being achieved and make programmatic changes if needed.
Key Duties and Responsibilities:
- Provide support in data management and analysis to inform project decision-making.
- Support the tracking of project performance against targets using the Project Monitoring Plan (PMP) and AMELP
- Conduct DQAs of data collected and ensure that quality control measures are in place and observed
- Contribute to special assessments and operations research activities
- Analyze current and past project data to identify trends and investigate the implications of those trends on health service delivery
- Document findings from data analysis and surveys
- Introduce creative approaches to communicating project impact
Qualifications, Skills and Experience:
- The ideal candidate for the Global Health Corps Monitoring and Evaluation Officer career placement should hold a Bachelor’s degree*
- Preferred: Bachelor’s or master’s degree in public health, public policy, statistics, monitoring and evaluation, economics or other social science, informatics, demography, or related field
- At least one year of experience in monitoring and evaluation, measuring outcomes of interventions and supporting activity supervision*
- Strong quantitative background including usage of statistical software packages (e.g. STATA, SAS, SPSS, R, EPI-Info, etc.)*
- Experience collecting and analyzing survey data*
- Must possess excellent analytical skills*
- Field experience, especially in HIV and family health programs
- Excellent writing skills as evidenced by past reports and other materials
- Highly developed communication skills
- Proficient use of Microsoft Office, especially Excel
- Possesses IntraHealth core competencies: Innovation, Accountability, Service Excellence, Interpersonal Relationships
- Conceptual thinker with excellent organizational skills, time management skills, attention to detail, and self-motivated
- Willingness to be based in Mbale and travel within the country
