Job Summary:  The Referral Officer will focus on collecting referrals from other agencies to be served by the UCC’s cash assistance or looking for opportunities for UCC’s cash recipients to access services from other agencies, with emphasis on livelihoods or longer-term development opportunities.

 

Key Duties and Responsibilities:

  • In close coordination and collaboration with the Referral Coordinator and Project Manager, organize information sessions and training for other aid partners at regional and settlement levels to inform them about referral opportunities. This will include dedicated topic sessions and presentations during available working-group meetings, such as the Cash Working Group, sector-specific working groups etc.
  • In collaboration with the Referral coordinator, train referring focal points from other aid agencies about the UCC referral process and collaborate with them on a regular basis as necessary.
  • Organize and facilitate informational meetings on referrals at the settlement level, including OPM and local authorities.
  • Together with the Referral Coordinator, screen referrals to make a final determination of their eligibility to receive UCC support. This will entail a review of referral information and Q&A with referring agency as necessary.
  • Under the guidance of the Consortium Referral Coordinator, conduct impromptu follow-ups of the referred households to ascertain their validity.
  • Collaborate with referring agencies of protection cases to ensure administration of protection impact assessment upon conclusion of assistance.
  • Regularly update referral opportunities for UCC recipients to participate in livelihoods or longer-term development opportunities. Establish formal referral means with other entities and track referrals from UCC.
  • Support Cash and Voucher Assistance Officer to verify and onboard beneficiaries of the project. This will focus on mobilization of eligible beneficiaries; physical verification and registration, including collection and confirmation of key data relevant for cash transfers.
  • Support Cash and Voucher Assistance Officer to prepare for and execute cash transfer to targeted beneficiaries in accordance with the approved workplan. This includes verification of the beneficiary list and their corresponding entitlement packages; mobilization and sensitization as well as monitoring of cash disbursement.
  • Support Cash and Voucher Assistance Officer to provide accountability to all relevant stakeholders. This will include support to the project feedback and response mechanism; external monitoring etc.

Qualifications, Skills and Experience:

  • The applicant must hold a bachelor’s degree, preferably in social work, social sciences, ICT, or relevant fields.
  • At least three years of experience in humanitarian aid and specifically in refugee settlement.
  • Good collaboration and networking skills
  • Knowledge of basic monitoring and evaluation skills
  • Full proficiency in spoken and written English.
  • Experienced trainer with good facilitation skills
  • Knowledge of one of the local languages spoken in the operation area is an asset.
  • Experience of working with UN or Non‐Governmental organizations;
  • Good communication skills and ability to conduct training and awareness;
  • Computer skills; Microsoft Word, Excel, Power Point
  • Good organizational and management skills.
  • Languages: Full proficiency in spoken and written English;  Knowledge of the local languages spoken in the operation area is an asset.
