Job Summary: The Human Resource Officer will mainly implement, coordinate and monitor the URCS Human Resource (HR) policies, guidelines and procedures and all administrative related activities in accordance with the established URCS HR & Administration policies and guidelines as well as the Uganda statutory requirements and standards, which include staff recruitment, performance management, training and development, retention and exit processes.
Key Duties and Responsibilities:
Participate in the recruitment, placement and separation process of National Staff in line with the URCS HR manual;
- Assist in shortlist process in liaison with the Coordinator HR and Administration and hiring Mangers
- Communicate in advance to the receiving Heads of Departments/offices about the arrival of new employees and liaise with them for all on boarding administrative tasks.
In liaison with the Coordinator HR and Administration, monitor the Performance Management process;
- Ensure Staff prepares their Annual/ probationary targets at the beginning of each calendar year.
- Assist to ensure that the Annual Performance Appraisal is done correctly and that feedback is received on time from all Departments, analyzed and appropriate action taken before the documents are sent to Coordinator HR and Administration.
- Advice and support all supervisors on the performance management process.
Preparation of Leave Reports
- Educate staff on utilization of their leaves including study, maternity, sick, compassionate and paternity.
- Prepare monthly leave status reports and submit the same to the HR Coordinator
- Ensuring staff understand their leave allowance and the month such allowances are paid.
- Handle leave queries from staff and Head Departments appropriately.
URCS Medical Insurance focal point
- Liaise with URCS Medical Insurance Service providers to ensure staff and their dependents receive their medical cards.
- Check records submitted by new employees for self and dependents to ensure they are correct as per URCS HR manual provisions for medical cover.
- Receive employee medical claims, verify and forward to the Service providers for processing.
- Make follow up on the medical claims forwarded to Service providers and give feedback to employees on the status of their claims.
Employee Records
- Open new personal files for each new staff.
- Ensure that all personnel files have all documents as per the checklist.
- Organize the employee personnel files into sections for easy retrieval of documents.
- Ensure HR cabinets are lockable and are safe to keep HR personal files.
- Ensure proper office records are maintained.
- File all documents in the HR office in the relevant files.
- Organize the filing system by ensuring that all files are labeled, and old files are archived
Administrative issues
- Prepare meetings, workshops, trainings as requested by the SMT, give logistical support to organize such meetings and to take minutes or report as requested
- Handle all administrative issues at HQ
- Any other duties that might be assigned by the Line Manager
Qualifications, Skills and Experience:
- The ideal candidate must hold a Bachelors’ Degree in Human Resources Management, Organisational Psychology, Law Degree or a related field from a reputable institute;
- Post-Graduate qualification Human Resource Management will be an added advantage.
- Essential Knowledge and Experience
- At least 3 years’ demonstrated relevant experience in a busy environment performing HR responsibilities;
- Thorough knowledge of the Ugandan labour legislation;
- Excellent investigation skills;
- Strong writing and analytical skills. Ability to apply creative thinking to practical problem solving with an aim of improving service delivery.
- Highly pro-active and self-disciplined; Must be able to work with minimum supervision.
- Ability to manage multiple tasks at a time and work effectively with colleagues from different backgrounds.
- Strong planning, organization, interpersonal, communication and decision-making skills as well as team building and negotiation skills
- Confidentiality, tact and discretion when dealing with people and issues.
- Solid understanding of MS Word, MS Excel, experience in E-mail and communication an advantage.
- High integrity, self-driven and able to set own work schedule with rigorous deadlines.
- High level of professional people management and customer care skills.
- Ability to initiate and complete assignments and to work under demanding circumstances with minimal supervision.
- Skills in information management and record keeping.
