(www.thejohanniter.org) is a German Christian non-governmental organ-isation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting mostly health projects world-wide.
Overall job purpose: Working directly under the responsibility of the Head of Mission in Uganda, the Programs Manager (PM) will be responsible for the overall programs design, management and representation of Jo- hanniter in various working groups. The position holder will have a lead in the oversight, implemen-tation, guidance and quality of the projects implemented by Johanniter Uganda partners. The pro¬jects are mainly emergency humanitarian and some other long-term development projects too cov¬ering the refugee settlements and local Uganda communities. Johanniter implements projects in various parts of Uganda. This is mainly in the North, West Nile and Western Uganda all implemented through National organizations/ partners.
Key Duties and Responsibilities:
Projects Management (40%)
- Responsible for the Johanniter programs management in Uganda including; designing, monitoring implementation and reporting of all the programs.
- Responsible for meeting projects objectives through the partners support in implementation.
- The PM is overall responsible for all Johanniter projects budget implementation monitoring so as to ensure timely and efficient utilization of donor funds.
- The PM is responsible for quality of projects by implementing the use of standardized proto-cols, policies and guidelines defined by Johanniter, the projects donors, Ministry of Health amongst other relevant government agencies.
- Report regularly to the Head of Mission and other stakeholders depending on projects requirements and protocols.
- Oversee the collection and timely reporting data for all projects in line with Johanniter and relevant cluster (livelihoods, nutrition, health, WASH) guidelines and according to specific donor requirements.
- Ensure all relevant stakeholders are provided with updates, following the established reporting structures.
Project Development (30%)
- Responsible for project development and proposals writing for the country program
- Takes lead in information collections and compilation of narrative proposals
- Provide supervision and support to Johanniter program activities in all the sectors (Nutrition, health, WASH, FSL).
- Leads in assessment of further needs in the program implementation areas especially in relation to Health, Nutrition, Livelihoods and WASH.
Staff and Partners Development (20%)
- Leads in partner assessment for capacities development support
- Leads in new partner identifications, assessment and due diligence
- Plans and implements capacity building of local partner organizations based on specific identified needs (organizational and staffs)
- Supports the partners to have quality in the implementation and monitor the entire Project Cycle Management for each of the project.
- Recommends any other trainings and support to partners outside of JUH internal support including consultants and institutional trainings to help in our program’s quality
- Strategic Planning, Leadership and Representation (10%)
- Represent Johanniter International Assistance to local authorities, partners, other NGOs, UN, donors within and sometimes outside the country.
- Contribute / support to the development of the Johanniter Uganda strategic plan in cooperation with the Johanniter senior management team.
- Ensure that key information is shared appropriately between Johanniter and partners
- Foster a positive and inclusive work environment dedicated to the core values and mission of the Johanniter in Uganda.
- Ensure in cooperation with Finance department and cross-departmental communication is efficient and effective for smooth running of the Johanniter projects.
- Attend Heath, nutrition and WASH cluster meetings at Kampala level. Also sometimes at field level when required.
Qualifications, Skills and Experience: The following knowledge, skills, and abilities will be desired:
- A Bachelor’s degree or higher in relevant field of Development, health or Social Studies. A post graduate diploma or masters will be added advantage
- At least eight years of experience (at least 5 projects management)
- Direct field experience in emergency relief or development environment with INGO/ UN organizations will be required.
- Demonstrated practical experience in program design, monitoring and evaluation or management, having served at such a position required.
- Previous experience with major donor proposal writing and reporting requirements (Germany Government, EC, ECHO, UN agencies preferred).
- Computer knowledge including Word, Excel, and Power Point is a must
- Strong skills in written and spoken English; Knowledge of the local languages in Uganda is preferred.
- Knowledge of humanitarian standards and codes, including SPHERE is preferred.
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching other staffs
- Good analytical skills
- Strong organizational skills required, with the ability to work with other department colleagues
- Willingness to travel throughout project sites with up to 30% of the time in field sites.
- Ability to meet deadlines/ performing duties on time
- Ability to work under pressure, making decisions in urgent situations with high problem solving skills
