Job Summary:  The Program Technical Officer- Research and Gender provides technical leadership to Heroes Program teams in areas of research and Gender and inclusion. He or she works with program team on activities that have a combined program focus and to ensure that interventions meet the needs of youth, women/girls and men/boys including vulnerable groups like the People with special needs. He or she will promote evidence programing through the generation, analysis and dissemination of knowledge products emerging from research and collaborative learning.

 

Key Duties and Responsibilities:

Gender

  • Provide technical support to the Heroes Program on gender statistics to strengthen monitoring and reporting in a gender responsive manner;
  • Strengthen collaboration with key partners to promote an enabling policy environment, and capacities for the generation and dissemination of gender statistics for the effective monitoring.
  • Develop, implement, and monitor gender responsive and documentation for gender related best practices.
  • Provide technical support to consortium partners and Community Based Organizations in the areas of implementation of gender responsive programs.
  • Support systematic inclusion of the vulnerable communities in the Sexual Reproductive Health & Rights /Sexual Gender Based Violence interventions in the program districts.
  • Provide support in the design, development and implementation of innovative, effective, appropriate gender sensitive programing.
  • Provides expertise and leadership to integrate gender transformative initiatives into the Heroes Program, including conducting gender analysis and developing gender implementation plans.

Research & Learning

  • Spearhead the collaborative learning and adaptation in the program through developing and update the program learning agenda and disseminating the learnings.
  • Spearhead research studies within the program through development of research protocols and ensure that the studies meet the national and global research ethics/standards.
  • Work closely with the different Research Evaluation Committees and Uganda National Council for Science and Technology (UNCST) to ensure timely approval of the program research protocols.
  • Understand the appropriate use of advanced analytics, various sampling approaches and weighting.
  • Develop and manage budgets for research and learning including costs for publication and dissemination.
  • Support qualitative and quantitative data analysis and reporting, including manuscript preparation and peer review.
  • Serve as an “on-demand” resource for research questions for the Heroes Program, including but not limited to requests for primary and secondary data analysis; protocol development and reporting.
  • Provide expertise and leadership to disseminate program research findings and learnings using innovative methodologies.
  • Build capacity of the program staff in research, Continuous Learning and Adaptation and development of abstracts
  • Work closely with the different journals to ensure timely submission of the manuscripts.
  • All other duties as assigned.

 

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree social sciences, public health, social work or related degree, Masters -level degree in social sciences , public health, social work or related degree
  • Demonstrated experience designing and overseeing studies related to sexual and reproductive health and gender;
  • Gender training and research
  • Excellent organizational skills and ability to independently execute on research-related deliverables;
  • Substantial understanding of sexual and reproductive health topics, with a focus on modern contraception and social inclusion issues.
  • Excellent communication and interpersonal skills, including strong scientific writing skills, a track record of peer-reviewed publications, and demonstrated participation in scientific communities of practice;
  • Fluency in written and spoken English;
