About Us:
ADD International fights for independence, equality and opportunity for disabled people living in poverty in Africa and Asia. We work with local, regional and national groups run by and for persons with disabilities, known as Disabled People’s Organisations or DPOs. We work with people with all types of impairments in areas of extreme poverty, regardless of religious or ethnic background. Whether it is visual, hearing or mobility impairments, neurological conditions, intellectual disabilities, albinism or more, we believe it is not the impairment, but the barriers in society, that limit people from reaching their full potential.
Over the last few years ADD International has developed a clear organisational theory of change that captures our rights based approach. We have invested in a robust monitoring and evaluation system and are developing a learning culture across the organisation. We have documented good practice and are building on our extensive experience of building the capacity of Disabled People’s Organisations. We have played a key role in making sure the Sustainable Development Goals are inclusive of people with disabilities and are now working to make sure that they are effectively implemented at a national level.
Job Summary: The Programme Manager will oversee the implementation of high quality, effective programmes, ensuring coherence across all projects in line with the country strategy, ADD International’s global theory of change, and donor contracts. In addition, he/she will serve as Focal person on child and vulnerable adult safeguarding within the Uganda programme.
Key Duties and Responsibilities:
Support the capacity building of disabled people’s organisations through effective implementation of thematic projects (50%)
- Work in close collaboration with MEL staff, ensure that DPO capacity assessments are carried out using ADD’s core tools: Three Circles (organisational capacity assessment/ Gender Assessment)
- Based on these assessments, lead programme staff in the process of developing joint CB plans with DPOs, identifying ADD’s contributions to achieving agreed CB targets, and developing activity plans drawing on competencies of different ADD staff.
- Coordinate the engagement of external resource persons/ institutions (e.g. for training, information, advice) in the execution of DPO capacity building programmes.
- Lead the Development of Partnership Agreements/ MOUs with DPOs and other partners (in collaboration with the CD and FAM) to clarify roles, expectations and obligations of ADD and Partners during joint programme/project implementation
- Ensure that the programme team maintains regular communication with DPOs on joint project implementation, reflection and learning, opportunities for engagement with powerholders, and other areas of mutual interest
- Oversee the development of ADD’s annual and periodic operational plans for staff and DPO partners on joint programmes/projects
- Lead on problem-solving during instances of disagreement/conflict between ADD and partner organisations during the implementation of joint programmes
- Work with finance manager to ensure project spend is in line with approved budgets
- Strengthen the capacity of ADD’s programme team to deliver CB support to DPOs, identifying gaps and weaknesses, and providing training, mentoring, and management support as appropriate.
Support Learning Processes (20%)
- Support the programme staff and partners to use the MEL tools as project planning and implementation tools, working closely with the MEL manager to instil a culture of learning throughout the team, with the aim to inform new work and policy dialogue
- Collaborate with the MEL Manager to introduce templates and processes for systematic and coherent projects implementation, gathering data and evidence which contribute to learning and accountability processes. Provide management support to programme staff in carrying out this aspect of their roles.
- Work closely with the MEL manager to ensure that lessons learnt and good practices are well documented for internal and external sharing and are applied within ADD’s current and future projects
- Support team members to develop and carry out specific learning activities (as part of project planning/delivery) which produce evidence to support influencing and policy dialogue
- Participate in quarterly reflection meetings of ADD staff (and where possible with partners) and work with MEL Manger and CD to complete the Quarterly Programme Review.
- Actively participate in joint learning forums for ADD staff, partner organizations and other stakeholders for regular exchange of information, reflect on practice and methodologies.
- Participate in review and learning activities with ADD staff and DPO partners, drawing data and evidence of impact gathered through MEL processes.
Contribute to accountability and resource mobilisation (10%)
- Render support in the development of new programmes/projects by compiling accurate information from external sources as well as ADD and DPO reports
- Participate in reflection meetings during programme/bid development, and collaborate with SMT colleagues to design new projects and develop funding proposals
- Ensure that ADD and DPO staff generate accurate and timely activity reports, and review these to ensure accuracy and relevance
- Collaborate with the MEL Manager to prepare timely and quality contractual reports to donors, drawing on MEL data and evidence, activity reports and learning/ reflection processes.
Management (10%)
- Oversee the recruitment of Programme implementation officers, assistants and volunteers, ensuring they have a clear understanding of their roles and responsibilities and have the required high-level technical skills to fulfil them.
- Line management of Programme implementation officers, assistants and volunteers including developing and monitoring performance objectives, conducting regular appraisals, and development of individual learning and capacity development plans.
- Participate in problem-solving during instances of conflict among staff, and between ADD and partner organizations during the implementation of mutual programs.
- Engage with all members of the Senior Management Team in Cambodia to ensure the programmatic integrity and financial sustainability of ADD Cambodia, playing an active role in participatory decision-making both within the country programme and where required in the global leadership of ADD International.
- Perform senior management roles assigned/delegated to you by the Country Director
- Serve as an alternative signatory on ADD accounts
Participate in influencing and policy dialogue activities (5%)
- Assist the Country Director in representing ADD in strategic alliances with government institutions and civil society networks for learning and leveraging the influence of ADD
- Engage with mainstream NGOs for disability inclusion purposes (priorities to be agreed with CD)
- Support the country director to participate in high level discussions in the field of disability and development and explore opportunities for establishing and nurturing collaboration with national and international development agencies
Child and vulnerable adult safeguarding (5%)
- Engage with ADD global safeguarding lead/ ADD safeguarding policy and guidelines, to keep informed of current best practice and requirements.
- Conduct child and vulnerable adult safeguarding competence assessment for ADD office, programmes and staff
- Develop costed and phased action plans to improve child and vulnerable adult safeguarding practice among ADD staff and within ADD systems (e.g. contracts)
- Conduct participatory child safeguarding training and competency assessments with partner organizations, make recommendations for improvement, and agree action plans.
Qualifications, Skills and Experience:
- The applicant for the ADD International Project Manager job placement should preferably hold a Bachelor’s Degree in Humanities, Social Sciences, Community or Development studies from a recognised university/institute, and for PWD, equivalent demonstrated knowledge and experience (specialism in one of ADD’s programme area is an added advantage)
- Possession of a Post-graduate Qualification, or equivalent demonstrated knowledge and experience
- At least five years’ experience, at least three of which in a manager/co-ordinator role in public service/ a national or international Non-Governmental Organisation with duties related to programme implementation, capacity building and line management of staff.
- Commitment to – and an understanding of – the Social Model of disability, the Convention on the Rights of Persons with disabilities (CRPD), and the rights based approach to development
- Commitment to and understanding of gender sensitivity in programmes, including of issues related to violence against women and girls
- Broad knowledge and understanding of qualitative and quantitative MEL tools and how to use MEL outputs to strengthen programme quality and support policy engagement
- Familiar with capacity building processes
- Proven field experience of designing and delivering training.
- Demonstrated experience of effective and efficient finance and resource management
- Demonstrated experience of engagement and influencing with external stakeholders at all levels
- Demonstrated ability to work with limited supervision and under stressful situations to meet tight deadlines.
- Excellent documentation and communication skills in English
- Proven interpersonal and networking skills to build relationships with a wide variety of stakeholders
- Ability to take initiative and to work collaboratively with colleagues across the organisation to deliver on shared objectives
- Ability to lead and motivate others
- Personal integrity and an ethical approach to work
- Specialism in one of ADD’s programme areas
- Additional training in child/ vulnerable adult safeguarding is an added advantage
- Prior work experience in organisations working with persons with disabilities.
- Training/qualification in gender in development
- Broad knowledge and understanding of the issues facing persons with disabilities in Uganda and/or a lived experience of disability is desired
- Understanding of national and global policy frameworks, standards and human rights instruments
