The ICRC is an International humanitarian institution which has a mandate to protect victims of international and armed conflicts i.e. the wounded, refugees, civilians, prisoners and other non-combatants.

Job Summary: The Project Manager– Innovative Approaches in Response Preparedness will be responsible for Innovative Response Preparedness project management, designing URCS-wide Forecast-based-Financing (FbF) & Cash Transfer Programing (CTP) strategic frameworks and protocols. He/she will represent the URCS at national coordination mechanisms. This is headquarter-based position, which dedicates 100% person-time to the Innovative RP program, linking to other EPR interventions.

Key Duties and Responsibilities:

  • Ensure the coordination and collaboration of the IARP  Project is successfully implemented;
  • To connect with other related URCS projects (such as SERA (Canadian RC), PfR2 and SCSRE 2 as well as Movement partners (PNS, IFRC and ICRC) in order to look for synergy, complementarity and learning;
  • Ensure timely compilation and submission of quality reports (narrative and financial) to NLRC.

Strategy/Policy:

  • Oversee the programme design and development within the frameworks of the through three innovative approaches:
  • Forecast based Financing,
  • Cash transfer programming in preparedness,
  • Data preparedness.
  • Oversee the development of target communities Emergency Preparedness & Response Plans and urban DRR plans.
  • To share/promote the Innovative approach and collaborate with (regional) organizations and initiatives in Uganda but also in Kenya and Ethiopia where a similar project is implemented;
  • Identification of gaps in Response Preparedness to enhance the project and discuss with URCS and IARP partners on the way forward.

Project Coordination and technical support:

  • To ensure the effective and efficient coordination of the overall IARP  project and address emerging challenges in good collaboration with NLRC and URCS (HQ and branch) and other IARP partners, aiming at strengthening the capacity of the National Society;
  • To provide or arrange technical support as required, in the field of contingency planning, stock management, SoPs and other response preparedness elements;
  • To assure that the overall IARP  project in Uganda complies with the agreed standards, budget and timeframe;
  • Provide technical support to the project team, compile and submit quality and timely reports;
  • To provide technical assistance to URCS HQ and branch in the sound financial management of the IARP Program budget;
  • To conduct regular monitoring visits and share the report with the Director DRM and NLRC Country Representative.
  • To provide technical support to URCS HQ and branch for proper identification, documentation and sharing of field lessons, success stories, and challenges;
  • Other duties assigned by his/her supervisor.

Qualifications, Skills and Experience:

  • The ideal candidate for the Uganda Red Cross Society (URCS) Project Manager– Innovative Approaches in Response Preparedness job opportunity should preferably hold a Master’s Degree in Social Science or other relevant field related to Emergency preparedness and response and disaster risk management or Bachelor’s Degree in these same fields with equivalent of proven work experience;
  • Technical expertise on and experience in working with Cash Transfer Programming, Forecast based Financing/climate change, data preparedness is a MUST
  • A minimum of five years’ experience – for holders of a Master’s Degree and 10 years’ experience for Bachelor Degree holder in development cooperation and extensive field experience, preferable within international humanitarian organisations;
  • Previous experience in working in consortia as well as in coordination and networking with various stakeholders is an advantage;
  • Experience with implementation of  projects with  Climate Change and Climate Adaptation measurements components;
  • Strong experience in large scale Project Management, including narrative and financial reporting,  financial management, budget preparation control;
  • Experience in participatory planning and review techniques.
  • High level of integrity;
  • Proven experience and skills in donor reporting in English;
  • Strong capacity building and facilitation skills;
  • Practical knowledge of computer skills;
  • Ability to work in a challenging environment with a minimum supervision and meeting deadlines without compromising qualities;
  • Fluency in spoken and written English.
