The programmes implemented by ACTED in Africa, Asia, Middle East and Latin America/Caribbean, aim at addressing the needs of the populations affected by wars, natural catastrophes and/or economic and social crisis. ACTED has been present in Uganda since 2007, and currently implements its interventions in Karamoja, WestNile, South West and Northern Uganda.

Job Summary:   The Project Manager is responsible for planning, managing and reporting on the daily programme implementation of ACTED activities in Impevi and PalorinyaRefugees Settlements respectively. The position also has direct line management responsibilities for the Assistant Project Manager, and the Field Teams.  The project includes activities in both Arua and Moyo Districts. The Project Manager is directly responsible for the implementation in both locations, and will be supported by an Assistant Project Manager in Arua. The Project Manager will be based in the Moyo Area Office, with frequent travel to both Palorinya and Imvepi Refugee Settlements, and the surrounding Host Communities.

Key Duties and Responsibilities: 

Activity Planning:

  • Draft weekly and monthly work plans and share with the Programme Coordinator for input.
  • Cascade weekly and monthly planning to the Assistant Project Manager, and field teams;
  • Ensure adherence to weekly and monthly plans, to budget, to deliverables and to reporting requirements;
  • Manage any deviation from the planned activities, in consultation with Programme Coordinator, to ensure that all deliverables for the project are met;
  • Ensure that all activity plans, beneficiary lists, and other records are filed and maintained appropriately by the field teams;
  • Act as primary focal point to the donor field team, including providing regular updates on implementation progress and ensuring clear communication of any challenges during implementation;
  • Consult and coordinate with staff of other ACTED projects to ensure efficiency in resource use and strong synergy in planning and implementation for maximum impact

Activity Implementation:

  • Ensure beneficiary selection is carried out freely, fairly, and in adherence with ACTED’s principles
  • Ensure that Project Officers receive sufficient training and support to effectively carry out their day to day activities (including beneficiaries);
  • Support planning and guidance to Project Officers to carry out the mobilization, sensitization, identification and registration of group project beneficiaries;
  • Ensure that profiling of all the beneficiary groups and group members is undertaken in an efficient and timely manner
  • Ensure that all Project Officers are provided with clear guidance on the correct management of beneficiary information (including personal information used for mobile money transfers etc)
  • Closely monitor the field team to ensure that Cash for Work (CfW) activities are being undertaken in a timely manner, and that all information regarding Cash for Work payments is kept up to do, clearly organized and rapidly accessible for spot-checks;
  • Ensure that the field team is aware of the zero-tolerance policy for fraud or diversion of funds – including undertaking regular spot-checks on documentation, beneficiary identity and Cash for Work monitoring activities
  • Report on a regular basis to the Program Coordinator, including ensuring that all bottlenecks and challenges are communicated as soon as possible;
  • Undertake troubleshooting for field team, including liaison with Capital office, as necessary; and
  • Carry out needs assessments as necessary and communicate any development needs to the Program Coordinator.

Reporting:

  • Compile and submit quality weekly and monthly reports in a timely manner;
  • Ensure submission of a MINIMUM of 1 communication article about the project per month, to be featured on the ACTED website;
  • Provide briefs of all external engagements including meetings and other functions;
  • Document best practices, success stories and share with the Program Coordinator; and
  • Ensure submission of a minimum of 10 pictures per Field Officer, per week on the Project WhatsApp Group.

Networking with relevant stakeholders:

  • Attend all relevant stakeholder meetings (including UN agencies, OPM, District, and Sub County) and report back to the Program Coordinator with minutes. Any action points or concerns must be communicated to the Program Coordinator as soon as possible, for rapid action;
  • Closely manage the relationships with all relevant stakeholders (OPM, District, UN agencies, Development Partners, grassroots organizations etc) to ensure clear understanding of the project, increase synergies with other projects in the area and minimize duplications between parties; and
  • Incorporate documented innovations into the implementation so as to improve program quality and strategy.

Compliance, Finance and Logistics

  • Ensure all paperwork for project-related procurements and payments are raised and finalized on time;
  • Support the finance department with weekly and monthly expenditure planning, to ensure effective cash-flow management;
  • Support the logistics department with weekly and monthly procurement and stock-management planning;
  • Undertake monthly reviews of expenditure and procurements, for reporting to capital level Program Coordinator;
  • Ensure clear and consistent communication from the base to the capital level; and
  • Provide technical input to ensure that all procurement meet the project needs, and are procured in a fair and compliant manner, according to ACTED global procedures.

Asset management:

  • Ensure all assets entrusted under your custody are safe and secure;
  • Update Logistics Officer and the Programme Manager on state of the motorcycles in use on regular basis;
  • Ensure accurate filling and timely sub-mission of log books to logistics;
  • Ensure data in the laptops are regularly backed up for safety.
  • Fulfill any other relevant duties as may be requested by the Project Management Team

Qualifications, Skills and Experience:

  • The applicant for the ACTED Project Manager job placement should possess a Bachelor’s degree in Project Planning Management, Business administration, social sciences and development studies. Possession of a Master’s degree in a relevant field is an added advantage
  • Three years of experience with an NGO in similar field
  • Languages fluency in English, Kiswahili and local language
