Job Summary: The Senior Grant Finance Officer – World Food Programme will promote WFP Grants financial stewardship, accountability, reliability and accuracy of financial reports as well as implement financial policies. The role is required to safeguard assets and ensures compliance to donor regulations.
Key Duties and Responsibilities:
- Support the development and monitoring of budgets
- Participate and support the resource mobilization team in proposal budgets
- Review budgets prepared at region level before submission to the donors.
- Regular monitoring of budgets to avoid over/under expenditure
- Ensure compliance with grants regulations requirements
- Ensure grant implementation and reporting follows donor rules and regulations.
- Work closely with the procurement department to ensure compliance with grants procurement guidelines
- Prepare application for tax exemption to grant equipment and supplies where applicable and follow up with supply chain to ensure this is obtained.
- Ensure LDRs used to charge expenses to grants/special projects are accurate and filled as per LDR requirements
- Provide Grant Finance support to Grant Accountants.
- Review expenses charged to grants ensuring accuracy and completeness in capturing the expenses and respect of cutoff date.
- Ensure special and grants projects close out procedures are done according to the guidelines
- Ensure that the required information is submitted on time for projects coordinated from National Office.
- Review audit management responses for special projects and grants
- Follow up on Audit recommendations to ensure they are implemented within 90 days.
- Facilitate the preparation of donor reports
- Ensure timely donor reports for PNS and grants projects as allocated by the Grants Finance manager
- Maintain files for approved grants and special projects showing:
- Reporting dates
- Agreement and donor regulations
- Approved budget and proposals
- Any other grants correspondence
- Review and where necessary provide appropriate expense codes for items requested by National Office Accounts to ensure accurate posting of expenses and avoid misposting.
- Prepare analysis of grant expenditure for management action to help in monitoring the burn rate for grants and special projects.
- Ensure timely and accurate WFP projects invoicing and settlement.
- Monitor Sub-grantees implementations of plans and adherence to grant regulations
- Visit sub-grantee’s premises to ensure that donor regulations are being adhered to
- Review of sub-grantee’s financial report
- Maintain records and files on each sub-grantee
- Support Project Managers in the sub-granting process, ensuring grant agreement are well executed
- Perform any other duties as requested by the supervisor
Qualifications, Skills and Experience:
- The applicant for the World Vision Senior Grant Finance Officer – World Food Programme job placement should preferably hold a Bachelor of Commerce in Economics, Accounting/ Finance or Business related field from a reputable institution
- Professional qualifications in CPA (U) or ACCA is preferred
- G2G Certification
- At least five years of experience in accounting field and at least 2 years WFP Projects work experience.
- Knowledgeable on grant accounting and experience in WFP funding requirements
- Computer literate :Practical experience of using SUN system accounting Software is preferred
- Demonstrable experience in leadership, strategic management, results based management in grant financial matters.
- Excellent verbal and written communication skills, good interpersonal relation skills.
- Compatibility with WV’s Mission, ethos, policies and core values.
- Good team player.
- Demonstrable ability to work with minimum supervision
