Background – USAID ICAN
USAID’s Integrated Community Agriculture and Nutrition Activity (ICAN) is USAID/Uganda’s flagship resilience project, awarded in July 2018. The Activity goal is to enhance the resilience of vulnerable households in the eight districts of Kanungu, Kisoro, Rukungiri (Kigezi sub-region); Gulu, Lamwo, Nwoya (Acholi sub-region); Kaabong and Kotido (Karamoja sub-region).
The overall objective of the project is to sustainably enhance the resilience of vulnerable households in its area of operation by maximizing economic opportunities for vulnerable households, stabilizing their access to and consumption of diverse and nutritious diets and increase social capital by reinforcing relationships among formal governance systems and communities.
Job Summary: The Social Inclusion/Gender Technical Lead is responsible for provision of technical solutions on the USAID ICAN Activity whilst assisting other employees especially the regional teams to overcome any social inclusion/gender related technical challenges. This role provides technical feedback to the Activity team. Under the supervision of the Deputy Chief of Party, the Social Inclusion/Gender Technical Lead is responsible for overseeing implementation of USAID ICAN activities that seek to strengthen social inclusion and provide thought leadership and technical expertise on gender aspects of the Activity.
Key Duties and Responsibilities:
Program Quality Assurance
- Provides inputs to ensure appropriate inclusion of gender and social inclusion perspectives in all planned activities, decisions and policies;
- Leads detailed context gender analysis including needs assessments and identifies strategies for reaching out to people with identified needs;
- Designs and develops gender and social inclusion program strategies, activities and plans, ensuring they are in line with all project objectives and results, for the benefit of the target populations;
- Contributes to the development and implementation of annual program work plans and performance milestones and contributes to strategic planning
- Review project reports and annual implementation plans to ensure gender integration in the narrative.
- Provides technical, programmatic and operational oversight of all activities that have a gender aspect or component.
Monitoring, Evaluation and Learning
- In collaboration with the project Monitoring, Evaluation and Learning (MEL) Team, lead the design and implementation mechanisms for monitoring and evaluating project progress towards enhancing gender integration and social inclusion
- Monitor the overall project gender and social inclusion activities, gather lessons learned, and use results to appropriately adapt to project implementation.
- In collaboration with the MEL team, lead regular monitoring and evaluation to ensure quality gender programming and fidelity to project deliverables
- Monitor the external context and emerging needs regarding gender and social inclusion work to introduce programmatic changes if necessary.
Capacity Building and Organizational Development
- Design gender training modules and train Abt and Implementing Partner Staff
- Ensure satisfaction of training needs for project staff on relevant standards for gender and social inclusion.
- Design and implement demand-driven approaches and methodologies for gender and social inclusion, these may include specific activities for marginalized and vulnerable groups like adolescent girls and young women.
Networking, partnerships and dissemination
- Represent the project in established relevant gender and social inclusion focused fora’s and networks
- Facilitate coordination with USG and other stakeholders on strategic policy and programming issues.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Masters degree in Social Sciences or other relevant field – in the area of gender highly desirable
- 10-12 years of work experience including 5 years of experience in program management, gender integration and social inclusion
- Demonstrated on job experience supporting local implementing partners and rural communities enhance capacities in gender integration and social inclusion and working with local government and diverse stakeholders
- Excellent track record of achieving results on related development activities
- Demonstrated high-level technical, analytical, interpersonal skills and ability to meet tight deadlines with logical analyses and clear presentation.
- Proficiency in MS Outlook, MS Word and other Microsoft Office programs as well as common internet applications
- Fluency in written and spoken English required
- Ability to travel to remote rural locations in Uganda.
- Ability to travel up to 50% of time
