About US:

The UN World Food Programme (WFP) is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas: Saving lives in Emergencies; Building Resilience through Predictable Safety Nets; Improving Nutrition & Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets. WFP has operations in various parts of the Country.

Job Summary:  The Head of Partnership Development Unit will lead the development of new and strengthen existing strategic partnerships in order to advocate for Zero Hunger, build strategic partnerships and mobilize resources to support WFP Uganda to deliver its Country Strategic Plan (2018-2022).

Key Duties and Responsibilities: 

  • Steer the development of the PDU’s work plan and oversee its implementation, delivering on activities
  • Manage a portfolio of partnerships, soliciting contributions, providing donor stewardship, forecasting, negotiating changes and assessing results, to maximize resources raised.
  • Analyze data and propose well-researched ideas for resource mobilization to country management team (CMT) for new strategies to maintain and increase funding from new and traditional donors.
  • Delivery on financial and non-financial targets by working closely with the Programme Development, Quality and Impact and Integrated Resources Management Teams for optimal forward planning of funding pipelines.
  • Management of staff to ensure appropriate development and enable high performance
  • Rigorous monitoring of performance using influence & funding targets, milestones and KPIs to inform management information systems and decision-making.
  • Effectively work across functions, ensuring the adoption and implementation of best practices, and collaboratively scope and pursue opportunities with the Programme Development, Quality & Impact and Integrated Resources Teams.
  • Motivate and incentivize individual team members to work creatively in developing partnerships in support of strategic outcomes and activities.
  • Inform and influence new and potential donors on the strategy, design, relevance and impact of programmes relevant to the work of WFP and identify and attend key forums to action this;
  • Manage a complex partnership portfolio, soliciting contributions, providing donor stewardship, forecasting and seeking flexible funding arrangements with donors;
  • Monitor pipelines of existing and potential donors working closely with RBN and WFP HQ counterparts, keeping all internal stakeholders fully informed to aid advance planning and resource allocation
  • Develop and present clear recommendations highlighting strategic fundraising opportunities to CMT/CMT+ to support WFP Uganda’s CSP;
  • Lead proposal development processes working closely with Technical Teams and Budget & Programmes Unit ensuring timely submission of fully compliant and quality proposals.
  • Lead negotiations for donor contributions and partnership agreements, in line with internal policies and external regulations, leading to advantageous outcomes for WFP, such as more income flexibility and predictability.
  • Manage the cooperating partner selection process to develop more collaborative and strategic relationships that deliver the maximum collective value proposition  across portfolio thematic areas ;
  • In collaboration with the Programme Development, Quality and Impact team, ensure regular working sessions with cooperating partners are held at Kampala and Area Office levels to review performance, collectively identify challenges and agree on ways forward;
  • Lead the ongoing performance review and management process of cooperating partners, ensuring adherence to the commitments made in field level agreements and to WFP’s overall corporate requirements;
  • Facilitate the production of quality WFP reports on grant utilization for donors, ensuring the progress reported is based on solid evidence and speaks to donor requirements, priorities and preferences.
  • Support and guide technical units and area offices to effectively manage and mobilize donor resources according to agreed contractual terms and conditions.
  • Contribute to preparedness actions, providing technical guidance and recommendations whilst identifying, monitoring the managing   the mitigation of risks.
  • Provide support and guidance to technical units in the development of quality and compliant donor proposals
  • Provide guidance to field-based offices on how best to prepare for and support donor missions
  • Familiarize and increase understanding of technical units and area teams about the standard operating procedures for the proposal development process and specific roles and responsibilities to develop a synergistic and collaborative working relationship
  • Coordinate work with other peers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met.
  • Coordinate and prepare accurate reporting on donors and resourcing status of programmes, identifying trends and issues, and proposing solutions, to enable informed decision-making and action planning by senior stakeholders.
  • Provide advice and briefs on resourcing issues to Country/Regional/Division Directors, participate in the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process (e-PRP) and act as a resourcing focal point to ensure issues are addressed
  • Prepare briefing documents for senior level management meetings with donors.
  • Build and maintain effective relationships with representatives of government donors through appropriate channels and participate in regular donor meetings.
  • Represent WFP at international meetings at appropriate levels in such a way that advances the government partnerships strategy and objectives and builds support for WFP activities.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UN World Food Programme (WFP) Head of Partnership Development Unit job placement should hold an advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
  • A minimum of five years of progressive experience in managing a portfolio of partnerships, soliciting donor contributions, and maximizing resources.
  • Thorough understanding of international development issues and significant experience of developing relationships and managing strategic partnerships with institutional partner organisations including one or more of Southern Governments, USAID, DFID, EU, World Bank and non-traditional donors.
  • Proven experience of providing creative and innovative approaches in developing new initiatives that contribute towards partnership objectives.
  • Previous experience of managing and motivating a team to achieve team and individual goals and objectives.
  • Proven problem solving and strategic planning capability.
  • Proven record of accomplishment in partnership building, brokering relationships with partners, and engagement at a senior level.
  • Strong negotiation and influencing skills in relation to multiple stakeholder contexts and matrices.
  • An established leader and strategic thinker with personal gravitas and ability to work with senior executives.
  • Strong leadership behaviours including external orientation, situational agility, and partner focus.
  • Understanding of programme design, quality programming and effective delivery for major institutional donors.
  • Significant experience of bidding to institutional donors.
  • Ability to direct and support sector, donor and internal analysis and research, particularly in relation to understanding key financial metrics and implications for strategy.
  • Excellent grasp of financial issues and ability to present complex financial information clearly and effectively.
  • Good understanding and knowledge of development and humanitarian programming.
  • Strong commercial, proposal writing and financial skills
  • Openness, ambition, ability and willingness to innovate and deliver beyond his or her personal brief.
  • Ability to network with, and influence, senior people both internally and externally to achieve a pre- defined outcome.
  • Excellent verbal and written communication skills (fluent English) through a variety of vehicles (e.g. senior level briefings, internal and external presentations).
  • Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
