Job Summary:  The Programme Associate (Outcome Monitoring) will perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

Key Duties and Responsibilities:  

  • Take responsibility for outcome monitoring and reporting
  • Contribute to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP monitoring requirements.
  • Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  • Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  • Contribute to building M&E capacity of WFP staff and partners through training and information sharing.
  • Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations World Food Programme (WFP) Programme Associate (Outcome Monitoring) job vacancy must hold an advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
  • At least three years of relevant professional work experience including monitoring and evaluation activities.
  • Experience using a variety of quantitative and qualitative analytical tools and methods.
  • Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

Competencies:

  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
  • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
  • Broad Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programmes.
  • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Government: Understands and applies basic principles of engagement with government counterparts at the national or local level.
