Job Summary: The overall objective of Tuberculosis (TB) prevention and control is to reduce the emergence of new TB infections, TB transmission, morbidity and mortality until it no longer poses a threat to public health. To achieve these objectives, the WHO TB Programme promotes the END TB strategy with a goal of ending the global Tuberculosis Epidemic by 2035. The WHO Africa Region supports Member States in developing effective TB programming, implementing strategies and capacity building towards the delivery of the health sector response to TB and achieving the Global TB goal, in line with the Framework for implementing the Global TB Strategy in the African Region.
Key Duties and Responsibilities:
- Provide strategic and technical support for the development of national policies, guidelines and plans for TB prevention and care: developing and updating policies and strategies on specific technical areas such as TB testing and treatment activities for children, adolescents, adults and other vulnerable populations; treatment of latent TB infections, programmatic management of drug-resistant TB, management of co-morbidities, especially HIV/TB and increased involvement of community actors, in addition to private sector health services providers.
- Provide strategic and technical support on assessing the epidemiological and programmatic situation, designing and implementing interventions, and mobilizing resources for effective implementation of the priority activities, in particular from the Global Fund for AIDS, Tuberculosis and Malaria:
- Provide technical support to monitor and facilitate the implementation of the tuberculosis program, by supporting supervision, facilitating periodic monitoring activities, conducting programme reviews and technical missions, facilitating capacity building activities, collecting and analyzing programmatic and surveillance data, designing and supporting programmatic operational research, as well as preparing documents for various purposes including policy recommendations, technical communications , advocacy materials, donor proposals and reports;
- Provide technical support for the development and implementation of a strategy for human resource capacity building on TB control for front line workers;
- Provide technical support for development of advocacy materials to strengthen the political leadership, the development of a multisectoral approach for the national TB response and increase domestic contribution to the funding of the national response;
- Strengthen collaboration with international technical and funding partners including technical institutions, financial institutions and bilateral donors as well as for facilitating the timely mobilization of experts;
- Activity promote harmonization and integration of tuberculosis programmes with overall health systems strengthening strategies and intervention especially in the areas of disease surveillance, integrated people-centered care delivery, legislation and regulations including drug regulatory policies, social protection and health care financing to strengthen and sustain tuberculosis control.
- Support production and transmission of quality data for the production of the Global TB report, in addition to the production of the national accountability framework, with its attached score card;
- Keep the WHO Country Representative consistently abreast of the epidemiological situation, the progress of the response and make available relevant intelligence for advocacy purposes.
- Liaise with the Inter-country Support Team, WHO Regional Office and headquarters in providing technical support to the TB Programme.
- Perform any other related duties as assigned by the supervisor and WHO Representative.
Qualifications, Skills and Experience:
- First University degree in Medicine or public health from an accredited/recognized institute.
- Postgraduate degree in Epidemiology or Public Health; Training Tuberculosis prevention and control. Proficiency in at least one statistical/ epidemiological analysis package such as Epi Info or Stata
- At least five (5) years of experience in prevention and control of Tuberculosis, drug resistant Tuberculosis, TB/HIV control at national/subnational level in developing countries. Practical experience in programme review and strategic plan development
- Working experience with the WHO or other international experience would be an asset. A minimum of 3 years of working experience in large public health projects would be an asset.
- Demonstrated innovative, analytical and problem- solving skills; statistical, monitoring and evaluation skills; ability to lead policy level dialogue, advocacy and partnerships on tuberculosis and the risk factors.Broad knowledge and experience on tuberculosis surveillance, monitoring, and/or evaluation required.
- Good communication skills. Ability to interact with health professionals at various levels.
- Ability to establish effective networks and working relationships with people of different nationalities and cultural background.
- Computer skills – Knowledge of word processing, spreadsheet and data analysis, browsing and information searching on the internet.
